Vietnam: Criteria to obtain the Commemorative medals "For the cause of construction"

On December 30, 2020, the Ministry of Construction of Vietnam issued the Circular No. 04/2020/TT-BXD of the Ministry of Construction of Vietnam guiding the emulation and commendation of the construction industry.

Article 18 of the Circular No. 04/2020/TT-BXD of the Ministry of Construction states clearly that in accordance with the Law on Emulation and Commendation 2003 of Vietnam, commendation forms include:

- Forms of State-level commendation:

+ Order;

+ Medal;

+ State honorable title;

+ "Ho Chi Minh Prize", "State prize";

+ Prime Minister's Diploma of Merit.

- Forms of Ministry-level commendation:

+ Commemorative medals "For the cause of construction"; 

+ Diploma of Merit of the Minister of Construction.

- Form of grassroots-level commendation: Certificate of merit from the head of the unit under the Ministry with legal status.

Notably, the Commemorative medals "For the cause of construction" is considered and awarded to individuals who have worked or are working in the construction industry, meeting one of the following criteria:

- Leaders, former leaders of the Ministry of Construction;

- The individual is conferred the title of Labor Hero;

- The individual is assessed by the head of the agency or unit to have successfully completed the assigned tasks and has a working life as follows:

+ Male: Having 20 years of continuous work in the Construction industry or a total working time of 25 years, of which 15 years of continuous work in the Construction industry;

+ Female: Having 15 years of continuous work in the Construction industry or a total working time of 20 years, of which 10 years of continuous work in the Construction industry;

Moreover, the Commemorative medals "For the cause of construction" is considered and awarded to individuals outside the construction industry who meet one of the following criteria:

- Leaders of central and local departments, ministries, agencies, mass organizations, and organizations with meritorious services to the development of the construction industry;

- Individuals who have scientific initiatives, solutions and works recognized by competent state agencies and have practical value to be applied in the construction industry;

- Individuals are overseas Vietnamese, foreigners with merits and outstanding achievements in building and consolidating cooperative relationships between countries, international organizations and Vietnam's construction industry, actively contribute to the development of Vietnam Construction;

- Individuals with achievements, merits and contributions, practical and effective support for the development of the Construction industry.

For individuals working in the construction industry who have retired from the regime, the agency that issues the retirement decision is responsible for certifying, compiling a dossier and submitting it to the Minister of Construction for consideration and award of the Commemorative medals "For the cause of construction" according to the law. In case the agency or organization has been dissolved or merged, the successor agency or organization shall certify and compile a dossier and submit it to the Minister of Construction for consideration and decision.

Note: Commemorative medals "For the cause of construction" are considered and awarded once to an individual, not posthumously. The consideration and award of the Medal is conducted annually on the occasion of the traditional day of Vietnam Construction Industry (April 29) and the National Day (September 2), or ad hoc awarding according to the decision of the Minister of Construction of Vietnam.
