Recently, the Ministry of Home Affairs of Vietnam issued Circular 03/2008/TT-BNV guiding the consideration of grade promotion without examination for officials and public employees who have received retirement notices.

Circular 03/2008/TT-BNV provides for the criteria for consideration for grade promotion without examination upon retirement notice in Vietnam as follows:
- Have long-term dedication to the revolutionary cause, continuous service in State agencies, organizations, the Communist Party of Vietnam, mass organizations, and armed forces (including youth volunteers) before April 30, 1975.
- Always successfully complete assigned tasks and duties during their service; have not been disciplined within the last 10 years prior to the retirement notice;
- Have a retirement notice according to Decree No. 143/2007/ND-CP dated September 10, 2007, of the Government of Vietnam stipulating the procedures for retirement for officials eligible for retirement;
- Regarding educational qualifications:
+ For official grades, have a university degree or higher.
+ For public employee grades, meet the qualification standards specified for the grade;
- Be under the final salary step or the final salary step plus the extra-seniority allowance in their current grade.
