Recently, the Ministry of Education and Training of Vietnam issued Circular 26/2008/TT-BGDDT providing guidelines on the procedures for awarding the "Honorary doctor" title.

Circular 26/2008/TT-BGDDT stipulates the criteria for awarding the "Honorary doctor" title in Vietnam as follows:
- For educators and scientists: be overseas Vietnamese citizens or foreigners who have made significant contributions to the education and science sectors in Vietnam and have been recognized and agreed upon by a doctoral training institution (hereinafter referred to as a doctoral training institution) in Vietnam to award the "Honorary doctor" title in Vietnam;
- For political and social activists: be internationally renowned individuals with significant achievements and contributions to the fostering of friendship and socio-economic development of Vietnam, and have been proposed by the respective Embassy to be awarded the "Honorary doctor" title in Vietnam and approved by a doctoral training institution.
The awarding of the "Honorary doctor" title in Vietnam aims to honor and acknowledge the contributions of internationally renowned political and social activists, overseas Vietnamese educators and scientists, and foreigners who contribute to the education and science sectors of Vietnam; to enhance friendship and cooperation between Vietnam and other countries.
