This is a noteworthy content in Circular 46/2014/TT-BTC on regulations regarding the examination, management, issuance, and revocation of valuer cards in Vietnam issued by the Ministry of Finance.

Circular 46/2014/TT-BTC stipulates the criteria and eligibility requirements for individuals participating in the organization of the valuer exam in Vietnam as follows:
1. For members of the Examination Council, officials and public employees, and staff participating in the organization of the valuer exam:
- Possess good moral qualities and a high sense of responsibility for the assigned tasks;
- Do not organize, participate in tutoring, or guide exam preparation after the Examination Council has publicly announced the examination plan and content for that year in writing;
- Do not have a spouse, parent, child, sibling; parent, sibling-in-law; guardian, or ward; those being legally guarded or under wardship attending the valuer exam.
2. For individuals participating as proctors:
- Meet all standards and conditions specified in points a and c, clause 1 of this Article;
- Do not belong to the group of individuals contracted by the Chairman of the Examination Council to develop the question papers;
- Comply with the regulations and commitments regarding proctoring with the Examination Council.
3. For individuals involved in developing question papers, marking, and re-marking:
- Meet all standards and conditions specified in clause 1 of this Article. Comply with the regulations and commitments regarding question paper development and marking with the Examination Council;
- For specialized papers: contracted individuals must be officials and public employees or other individuals with specialized expertise, holding a university degree or higher relevant to the corresponding major, with at least 5 continuous years of practical work or teaching experience in papers related to valuation;
- For the English language exam: contracted individuals must be officials and public employees or other individuals with specialized expertise, holding a university degree or higher in English and having at least 5 continuous years of teaching experience in this major;
- Individuals who have participated in marking a paper are not allowed to participate in re-marking that paper.
