Vietnam: Contents that the heads of health facilities disclose to medical officials

This is the main content of the Circular No. 92/2020/TT-BCA on the implementation of democracy in medical establishments of the People's Public Security, issued by the Ministry of Public Security of Vietnam on August 20, 2020.

According to Article 5 of the Circular No. 92/2020/TT-BCA of the Ministry of Public Security of Vietnam, heads of medical facilities must disclose to medical officials the following contents:

- Annual, quarterly and monthly work plans and programs of medical facilities.

- Regulations and working regulations of medical facilities; responsibilities, duties and powers of medical facility leaders, departmental, and medical officials in medical facilities, working processes and administrative procedures for handling work.

- Policies and regimes for officials at medical facilities and patients.

- Recruiting, receiving, training, transferring, rotating, appointing, dismissing, promoting, raising salary, rewarding and disciplining medical officials.

- Results of settlement of petitions, complaints and denunciations and negative and corrupt cases in health facilities.

- Financial sources of revenue and expenditure of medical facilities as prescribed.

- Regulations on medical expertise, techniques, management and use of medical equipment.

- Other contents that the head of the medical facility deems necessary and does not contravene the provisions of law and the regulations of the Ministry of Public Security.

Disclosure may be made in the following forms:

(1) Publicly post up the contents specified in Article 5 of this Circular on the notice board of the medical establishment, the assignment of the work of the faculties and departments (except for the contents which are classified as state secrets and as prescribed by the Minister of Public Security). Public listing times are as follows:

+ For documents from superiors: no later than 2 working days from the date of receipt of documents according to the incoming mail.

+ For documents issued by medical facilities: at least 3 working days before the document takes effect.

(2) Announce at key officials meetings, officials meetings of medical facilities.

(3) Send documents to leaders of faculties, departments, party organizations and mass organizations of medical facilities to notify medical officials under their management.

(4) Through the internal computer network of the medical facility (if any).
