Vietnam: Contents of the officials recruitment plan according to Decree No. 138/2020/NĐ-CP

According to Article 3 of the Decree No. 138/2020/NĐ-CP of Vietnam’s Government, the recruitment of officials must be based on the requirements of tasks, positions, and staffing quotas. Agencies competent to recruit officials shall develop recruitment plans and report them to officials management agencies for approval as a basis for recruitment before each recruitment period. Contents of the recruitment plan include:

- Number of officials payrolls assigned by competent authorities and unused payrolls of agencies employing public employees;

- Number of staff to be recruited in each job position;

- Number of job positions to be recruited for ethnic minorities (if any), in which clearly defined criteria and ethnic structure to be recruited;

- Number of job positions to be recruited (if any) for each target group: People who commit to volunteer to work for 05 years or more in areas with extremely difficult socio-economic conditions; learners according to the recruitment regime as prescribed by the Law on Education, after graduation, work in the locality where they are sent to study; excellent graduates, talented young scientists;

- Criteria and conditions for registration for each job position;

- The form and content of the entrance examination or admission;

- Other contents (if any).

Note: The recruitment plan when applying for admission for the group of excellent graduates and talented young scientists must comply with the Government's regulations on the policy of attracting and creating officials from excellent graduates, young scientists.
