Vietnam: Contents of operation regulations of field-based and area-based project management board

Circular No. 16/2016/TT-BXD of the Ministry of Construction of Vietnam provides guidance on application of a number of articles of the Decree No.59/2015/ND-CP of Vietnam’s Government on construction project management.

According to Circular No. 16/2016/TT-BXD of the Ministry of the Ministry of Construction of Vietnam, every field-based and area-based project management board (PMB) operation regulation includes:

- Legal basis of the operation regulation;

- Position and functions;

- Rights and responsibilities;

- Organizational structure and personnel;

- Operating funding;

- Working hours, welfares, benefits for officials;

- Finance and asset management;

- Supervision, accountability, assessment and reporting regimes;

- Other necessary items (if any).

Also according to Circular No. 16/2016/TT-BXD, financial management of field-based and area-based PMB is as follows:

- The PMB shall manage, allocate and effectively use the investments of both projects that they perform as the investor and they are entrusted to manage.

- The PMB shall exercise financial and accounting regimes as a profitable public service provider or enterprise.
