On July 3, 2024, the Central Propaganda and Training Commission issued Guidance 159-HD/BTGTW on the implementation of the Regulations on Revolutionary Ethical Standards for Cadres and Party Members in the new period.

Content of the ethical standards of revolution for officials and party members in the new period

The revolutionary ethical standards for cadres and party members in the new era include:

Article 1. Patriotism, respect for the People, absolute loyalty to the Communist Party and the Nation.

The evaluation criteria include:

- Regarding patriotism: Lifelong dedication to the goals and revolutionary ideals of the Communist Party; promoting the spirit of patriotism and national pride, absolute loyalty to the Nation, and the revolutionary cause of the Communist Party; wholeheartedly serving the Nation and the People.

- Regarding respect for the People: Respecting, trusting, being close to, and maintaining a close connection with the People.

Showing concern for the material and spiritual life of the People; protecting the legitimate and lawful rights and interests of the People; creating conditions for the People to exercise their democratic rights, relying on the People to build a clean and strong Communist Party and political system. Work that benefits the People must be done with utmost effort, and anything harmful to the People must be avoided.

- Regarding absolute loyalty to the Communist Party and the Nation: Placing the national interests, the common interests of the Communist Party, the State, and the People above all else; resolutely and persistently fighting against any acts that harm national interests, the interests of the Communist Party, the State, and the People.

Article 2. Courage, innovation, creativity, integration.

The evaluation criteria include:

- Regarding courage: Firmly adhering to and creatively applying and developing Marxism-Leninism, Ho Chi Minh thought; steadfastly pursuing the goal of national independence and socialism; steadfastly following the Party's renewal path and the principles of Party building. Resolutely and persistently defending the ideological foundation of the Communist Party, combating wrong and hostile views. Strictly complying with the Political Platform, the Charter of the Communist Party, the Party's guidelines, and State policies and laws.

- Regarding innovation: Promoting the spirit of independence, self-reliance, self-sufficiency, and determination to rise, contributing to the cause of building and protecting the Nation, contributing to national, local, agency, and unit development.

- Regarding creativity: Building firm political courage in the face of all difficulties and challenges. Daring to think, dare to speak, dare to act, dare to take responsibility, dare to innovate, create, and confront difficulties and challenges, acting for the common good, for the Nation, for the People.

- Regarding integration: Actively enhancing knowledge and skills; improving work efficiency in an international environment. Actively participating in comprehensive and deep international integration according to the Party's foreign policy in line with international law, contributing to building and protecting the Socialist Republic of Vietnam, and building a community for peace, stability, progress, and development.

Article 3. Diligence, thrift, integrity, righteousness, impartiality.

The evaluation criteria include:

- Regarding diligence: Being dedicated, responsible, willing to overcome difficulties, and making the best efforts to complete assigned tasks, with the determination to implement the Party-led renewal, contributing to building a prosperous, strong, and civilized Nation.

- Regarding thrift: Managing and using public assets appropriately and efficiently; avoiding wastefulness of time, money, and other material resources of the collective and individuals.

- Regarding integrity: Being clean, free from corruption, negativity; not causing trouble or harassment. Proactively preventing and combating corruption, negativity, ideological and moral decline, lifestyles, individualism, group interests, and internal “self-evolution,” “self-transformation” manifestations.

- Regarding righteousness: Being honest, straightforward, objective, impartial; actively practicing self-criticism and criticism, not concealing shortcomings, not distorting the truth; defending what is right and combating what is wrong.

- Regarding impartiality: Promoting self-respect and honor, avoiding political opportunism, and power ambitions; maintaining the dignity of cadres and party members, not succumbing to negative influences and temptations.

Not allowing family members or others to exploit positions and work roles for personal gain; protecting personal and organizational reputation and honor. Implementing a culture of resignation when unable or having lost credibility.

Article 4. Solidarity, discipline, compassion, responsibility.

The evaluation criteria include:

- Regarding solidarity: Always maintaining unity within the Communist Party, agencies, organizations, and among the People, primarily in party cells, agencies, work units, and residential areas; resolutely fighting against manifestations of division, factionalism, regionalism, and group interests; building and correcting the Communist Party and the political system to be genuinely clean and strong comprehensively.

- Regarding discipline: Promoting the sense of organizational discipline and particularly adhering to speech discipline. Speaking and acting according to the Party's guidelines, and State policies and laws; complying with the rules of agencies and units; following the assignments of the Communist Party and organizations.

- Regarding compassion: Living with meaning and sincerity; acting compassionately, helping comrades, colleagues, and others according to ethical principles, striving for mutual advancement.

- Regarding responsibility: Promoting responsibility in work and daily life; ready to take on and complete assigned tasks. Resolutely fighting against avoidance, pushing responsibility, or harboring a mediocre mindset, working perfunctorily, fearing responsibility, and not daring to act. Fulfilling responsibilities, obligations, and duties towards family, community, and society.

Article 5. Exemplary behavior, humility, lifelong cultivation, and learning.

The evaluation criteria include:

- Regarding exemplary behavior: Being exemplary in work and daily life; actively learning from and following the thoughts, ethics, and style of Ho Chi Minh. The higher the position, the more exemplary the cadre or party member must be, setting an example for subordinates, party committees for party members, and party members for the public. Actively persuading family members to comply with the Party's guidelines and State policies and laws.

- Regarding humility: Being receptive and modest.

- Regarding lifelong cultivation and learning: Continuously learning, cultivating, and improving ethical qualities, competence, and work capabilities. Speaking and doing as one says, consistent actions and words; following through on commitments.
