Vietnam: Content of inspection on compliance with the law on bidding

According to Circular No. 08/2014/TT-BKHDT of the Ministry of Planning and Investment of Vietnam, content of specialized inspection in the field of bidding is specified as follows:

Compliance with regulations on preparing, appraising and approving bidding plans, investor selection plans, and contractor selection plans, including:

- Conduction of the sequence, procedures, and authorities for preparing, appraising and approving bidding plans, investor selection plans, and contractor selection plans.

- Implementation of regulations on the content of contractor selection plans and investor selection plans.

- Implementation of regulations on adjustment of bidding plans, investor selection plans, and contractor selection plans (if any).

Compliance with regulations on contractor selection and investor selection, including:

- Implementation of regulations on preparing, appraising and approving prequalification documents, expression of interest documents, bidding documents, and request documents.

- Implementation of regulations on assessing and appraising prequalification documents, expression of interest documents, bidding documents, proposal documents, and the approving contractor selection results, investor selection results.

- Implementation of regulations on time limit for implementing bidding packages and projects according to the approved contractor selection plan, investor selection plan.

Circular No. 08/2014/TT-BKHDT of the Ministry of Planning and Investment of Vietnam takes effect from January 15, 2015.
