This content is specified in Circular No. 31/2019/TT-BCT of the Ministry of Industry and Trade of Vietnam on amendments to some Articles of Circular No. 28/2014/TT-BCT dated September 15, 2014 of the Minister of Industry and Trade prescribing procedures for handling faults in national power system.
According to Article 6 of Circular No. 28/2014/TT-BCT amended by Clause 4 Article 1 of Circular No. 31/2019/TT-BCT of the Ministry of Industry and Trade of Vietnam, the connection of the loop grid or the opening of the loop of the national power system is as follows:
- Lines with voltage levels of 110 kV or higher are connected to the grid and operate in loop mode, except for cases where the power grid has a ray diagram or the power grid has a loop diagram but must open the loop due to the requirement to limit short-circuit current, prevent the expansion of incidents or special methods that have been specifically considered and calculated by the Dispatch Levels with control and calculation authority on the basis of ensuring safe and reliable electricity supply.
- Do not establish connection on and operate an electrical grid which has a voltage of less than 110 kV in loop mode, except for cases where the loop must be closed for demand response or change of supply source so as to increase the reliability of electricity supply in a manner that does not worsen the fault.
In which, “fault” means an event or one or more pieces of equipment in the electricity power causing a disruption of electricity supply or affecting safe, stable and continuous supply of power to the national power system.
