Vietnam: Conformity declaration methods of environmental treating products in aquaculture

According to Circular No. 03/2020/TT-BNNPTNT of the Ministry of Agriculture and Rural Development of Vietnam, organizations and individuals shall declare conformity of mineral mixture, vitamin mixture and mineral - vitamin mixture used for environmental treatment in aquaculture as follows:

- Regarding domestically manufactured products, the certification result given by the certification body registered or accredited as prescribed by law shall be sent.

- Regarding imported products, the certification or assessment result given by the certification body or the conformity assessment body registered or accredited as prescribed by law shall be sent.

Conformity declaration procedures are as follows:

- Conformity declaration procedures and documents submitted for declaration of conformity are set out in Clauses 3 and 4 Article 1 of Circular No. 02/2017/TT-BKHCN dated March 31, 2017 of the Ministry of Science and Technology on amendments to a number of articles of Circular No. 28/2012/TT-BKHCN dated December 12, 2012.

- Departments of Agriculture and Rural Development of provinces and central-affiliated cities shall receive documents submitted for declaration of conformity by organizations and individuals registering their manufacturing and trading within provinces and cities.

Besides, Circular No. 03/2020/TT-BNNPTNT also stipulates that organizations and individuals shall assess conformity of mineral mixture, vitamin mixture and mineral - vitamin mixture used for environmental treatment in aquaculture as follows:

- Regarding domestically manufactured products, Method 5 (Testing a representative sample and assessment of the manufacturing process; carrying out supervision by testing samples collected from the place of manufacturing or on the market in association with assessment of the manufacturing process) shall be adopted.

The manufacturer that has been issued with the certificate of eligibility to manufacture environmental treating products in aquaculture that remains effective is not required to undergo assessment of the manufacturing process.

- Regarding imported products, Method 7 (Testing and assessment of a shipment of products/goods) shall be adopted.

Conformity assessment procedures: Contents, sequence and principles of using conformity assessment methods are specified in the Appendix II attached to Circular No. 28/2012/TT-BKHCN dated December 12, 2012 of the Ministry of Science and Technology.
