Vietnam: Confidentiality requirements in the construction of officials and public employees recruitment exam questions

According to Clause Article 13 of the Regulation issued together with the Circular No. 6/2020/TT-BNV of the Ministry of Home Affairs of Vietnam, the security requirements when making exam questions are as follows:

- Exam questions, exam marking instructions, answers to serve specifically for the recruitment of officials and public employees, exams for promotion of officials ranks, promotion of unused public employees' professional titles belonging to confidential State secrets. Exam questions are declassified right after the end of the exam session of the exam content, exam session, exam subject; exam marking instructions, the answers are declassified after the end of the exam.

- The formulation of exam questions, exam marking instructions, and answers must be done in a safe, isolated, protected location, with adequate means of preservation, fire prevention and fighting.

- The members participating in making exam questions, marking instructions, and answers must be isolated from the outside from the time of focusing on doing the exam until the end of that exam. In case of necessity, with the written consent of the Head of the Examinations Committee, the member is allowed to go out or contact the outside by landline or mobile phone, when talking, he/she must turn on the speakerphone, record audio and be under the supervision or witness of a member of the Supervisory Board and a representative of the police agency (if invited to participate).

- Envelopes containing exam questions, marking instructions, and answers to be delivered, received, or transported from the test site to the outside must be made of paper with sufficient strength, private, dark, and glued tightly, no flaking edges, sealed.

- The whole process of handing over, receiving and transporting exam questions, exam marking instructions, and answers must be supervised by a member of the Supervisory Board and by a representative of the police agency (if invited to participate); envelopes containing exam questions, exam marking instructions, and answers must be stored in a locked metal box and sealed during delivery, receipt and transportation.

- Machines and equipment at the test making site, whether damaged or unused, can only be taken out of the isolation area after the final exam time.
