Vietnam: Conditions for applying for the external assessment

This is a notable content of Circular No. 62/2012/TT-BGDĐT of the Ministry of Education and Training of Vietnam promulgating the Regulation on the process and frequency of education quality assessment of universities, colleges, and vocational high schools.

Specifically, according to Article 16 of the Regulation on the process and frequency of education quality assessment of universities, colleges, and vocational high schools enclosed with Circular No. 62/2012/TT-BGDĐT of the Ministry of Education and Training of Vietnam, an educational institution may apply for the external assessment (the survey and assessment carried out by an education quality assessment organizations based on the education quality assessment standards provided by the Ministry of Education and Training in order to determine the extent of the conformity of the educational institution with the education quality standards) carried out by an education quality assessment organization when the following conditions are satisfied:

- The internal assessment report is complete;

- The internal assessment report has been announced as prescribed in Point a Clause 1 Article 6 of this Regulation. If the information of the educational institution must be kept confidential as prescribed by the State, the educational institution shall send the internal assessment report to its governing body in order to apply for the external assessment.

Every 5 years or at the request of the State agencies in charge of education management, the educational institution shall prepare the internal assessment report and apply for the external assessment in order to obtain the certification of meeting education quality standards.

Besides, at the request from the educational institution, the education quality assessment organization licensed by the Ministry of Education and Training shall sign a contract with the educational institution to verify the internal assessment report. The educational institution shall send the internal assessment report and relevant documents to the education quality assessment organization for verification.

Within 30 days from the date on which the contract is signed, the education quality assessment organization shall verify the internal assessment report and send the verification result to the educational institution.

- If the internal assessment report does or satisfy the requirements of format and content, the educational institution must complete it;

- If the internal assessment report satisfies the requirements, the external assessment may be carried out.

If the internal assessment report satisfies the requirements, the education quality assessment organization shall sign the contract for external assessment with the educational institution. The contract to verify the internal assessment report and the external assessment contract signed between the education quality assessment organization and the educational institution must comply with the law on economic contracts.
