This is one of the contents stipulated in Circular 33/2014/TT-BKHCN promulgating the regulation on management of ministerial-level science and technology tasks of the Ministry of Science and Technology of Vietnam, issued on November 06, 2014.
Vietnam: Composition of the Advisory Council for science and technology tasks (Illustration)
Under Article 12 of Circular 33/2014/TT-BKHCN, the Minister of Science and Technology of Vietnam (based on the proposal of the Department of Planning - General Affairs) decides to establish Advisory Councils for selecting and directly assigning the performance of science and technology tasks in Vietnam (hereafter referred to as the Council):
- The Council shall have 07 members, consisting of a chairman, a vice-chairman, 02 reviewers, and other members; including 05 members who are reputable scientists and experts with suitable expertise, thoroughly knowledgeable about the science and technology sector related to the field of the science and technology task.
- The scientific secretary is a member of the Council, elected by the Council in the meeting.
- The Council may include 01 member from the organization registering to be the host unit of the science and technology task; however, this member cannot hold the positions of chairman, vice-chairman, reviewer, or scientific secretary of the Council. Individuals registering to participate in the performance of the task cannot be members of the Council.
- Experts and reviewers who have participated in the advisory council for identifying science and technology tasks are prioritized to be invited to join the selection and direct assignment council for corresponding science and technology tasks.
The Department of Planning - General Affairs assigns 01 specialist (from the Internal Science and Technology Division) to be the administrative secretary to assist the Council.
At least 03 (three) working days before the Council's meeting date, the Department of Planning - General Affairs shall send the science and technology task dossiers to the Council members. Each member writes a review and assessment form according to the template (PL3-PNX, appropriate for each type of science and technology task) and sends it back to the Department of Planning - General Affairs at least 01 (one) working day before the meeting date.
