1. Salary for lecturers and teachers of all levels

According to Decree 38/2019/ND-CP of Vietnam's Government, starting from July 01, 2019, the statutory pay rate for officials and public employees is 1.49 million VND per month. The detailed salary table for teachers of all levels, lecturers from July 01, 2019 is as follows:

2. Types of allowances for lecturers and teachers working in especially difficult regions

According to Decree 76/2019/ND-CP issued on October 08, 2019, lecturers and teachers of all levels teaching in regions with especially difficult socio-economic conditions will receive additional allowances beyond the salary as stipulated in the table above, if eligible:

1 Attraction Allowance 70% (current salary + leadership allowance, seniority allowance) Actual working time in extremely difficult regions does not exceed 05 years (60 months).
2 Long-term Service Allowance The monthly allowance is calculated based on the statutory pay rate and actual working time in especially difficult regions, specifically:


- Rate 0.5 applies to those with actual working time in especially difficult regions from 5 years to less than 10 years;


- Rate 0.7 applies to those with actual working time in especially difficult regions from 10 years to less than 15 years;


- Rate 1.0 applies to those with actual working time in especially difficult regions from 15 years or more.

3 Initial Allowance when taking new job in regions with especially difficult socio-economic conditions The one-time initial allowance is equal to 10 months of statutory pay rate at the time of taking the job in especially difficult regions.


If family members move to the difficult region, additional allowances include:


- Transportation cost and luggage fees for family members according to the actual ticket price and freight rates of public transport, or fixed allowance based on the actual kilometers multiplied by the unit price of public transport (train, boat, bus);


- 12 months of statutory pay rate for the household.
Applicable only once during the entire actual working time in extremely difficult regions.
4 Allowance for buying and transporting fresh drinking water Monthly allowance: a x (c – d)

Where:


- a is the standard amount of 6m^3^/person/month


- b is the actual number of months lacking fresh water in 01 year


- c is the cost of purchasing and transporting 01m^3^ fresh water to the residence and workplace


- d is the price of fresh water included in the salary calculated by the commercial price of 01m^3^ fresh water.
Applicable to teachers and lecturers working in extremely difficult regions lacking fresh water on a seasonal basis. The region lacks fresh water continuously for 01 month or more per year due to natural conditions.
5 One-time Allowance when transferring out of extremely difficult socio-economic regions or upon retirement Each year working in especially difficult regions is entitled to 1/2 of the current monthly salary plus allowance (leadership allowance, seniority) at the time of transfer or retirement (or when the region is no longer determined as extremely difficult by competent authorities). Applicable to teachers, lecturers with a minimum of 10 years of actual working time in extremely difficult regions when transferring out or upon retirement (or when the region is no longer extremely difficult).
6 Reimbursement for transportation costs Besides the salary according to the law, transportation costs for family visits will also be reimbursed. During annual leave, holidays, Tet, and personal leave while working in extremely difficult regions.
7 Allowance for travel, training, professional education - If sent by competent authorities for professional training, language, exchange experiences, they will receive financial support for buying learning materials and 100% tuition and travel expenses from the workplace to the learning center.


- Those working in ethnic minority regions who self-study the ethnic language to serve their duties will receive financial support equal to the formal learning support in schools.
Applicable for those sent by competent authorities for professional training, foreign languages, exchange experiences, or those working in ethnic minority regions who self-study the ethnic language to serve their duties.
8 Professional Incentive Allowance A professional incentive allowance equals 70% of the current monthly salary plus allowance (leadership allowance, seniority). Applicable to the actual working time in extremely difficult regions for teachers, education managers in educational institutions, vocational training institutions.
9 Mobility Allowance Allowance = 0.2 of the statutory pay rate. Applicable to teachers, education managers specializing in literacy and educational universalization who frequently travel to villages.
10 Allowance for teaching ethnic minority languages Allowance = 50% of the current monthly salary plus allowance (leadership allowance, seniority). Applicable to teachers, education managers teaching ethnic minority languages.
