Vietnam: Changes in the Regulation on national high school graduation examination

The Ministry of Education and Training of Vietnam officially issued Circular No. 04/2018/TT-BGDĐT on amendments to the regulation on national high school graduation examination promulgated together with Circular No. 04/2017/TT-BGDĐT dated January 25 2017.

There are several changes in regulations that will apply right from this year's examination. Grading members shall follow the grading instructions, answers and scales of the Ministry of Education and Training. Written paper is graded on scale 0-10,the total score shall be rounded to the nearest one hundredth.

Candidates who meet the requirement of taking the exam, have no discipline record at the level of score disposal, have no subject within the chosen 4 tests scored with 1 point in scale 1-10 and have the grade-point average for graduation recognition from 5 and above are qualified to be recognized.

A free candidates must add the documents below to his/her application: If the candidate was disqualified due to poor academic performance, the confirmation of learning capacity provided by the high school at which candidate studied for grade 12 or by the units of registration is required; A copy of certificate of lower secondary or intermediate graduation (certified true copies from originals, copies issued from original books or  simple copies with originals for comparison); Study suspension document (if any) confirmed by the headmaster of high school where candidate took the exams in the previous year.

In case of students who have graduated from secondary schools without high school transcripts or continuing education record at high school level but register to take the exam to get results for admission to universities, colleges and intermediate schools and thereof that provide teacher training, they shall study and be recognized for completing high school subjects as prescribed.

The violating candidate shall have his/her exam result canceled and have his/her violation reported for the handling of competent authority in the following cases: Fake documents to enjoy privileges; Submit invalid documents; Let other take the exam or takes the exam for other by any means; Cause disturbances; threaten officials or other candidates; Submit the invalid score certificate.

Circular No. 04/2018/TT-BGDĐT also stipulates that to establish the delegation of officials and lecturers to cooperate in organizing the exam at the local examination center as appointed by the Ministry of Education and Training. Payments to employees and lecturers of universities, colleges and other units appointed by the Ministry of Education and Training to participate in organization of the examination shall be covered by the local authorities in accordance with current regulations.

Circular No. 04/2018/TT-BGDĐT of the Ministry of Education and Training of Vietnam takes effect from April 15, 2018.
