According to Decree No. 86/2014/NĐ-CP of Vietnam’s Government, transport business cars are required to have vehicle badges and dash cams; however, if the cars fall into one of the following cases, they are not required to have badges and dash cams.
1. Not falling into the subjects specified at Point a Clause 3 Article 11 and Clause 1 Article 14 of Decree No. 86/2014/NĐ-CP
2. Xe ô tô của đơn vị kinh doanh vận tải hàng hóa không thu tiền trực tiếp không thuộc đối tượng được cấp Giấy phép kinh doanh vận tải hàng hóa
According to Official Dispatch No. 6675/BGTVT-VT dated June 21, 2018, automobiles that do not directly collect money for transport business and are not subject to the issuance of a Cargo Transport Business License under Clause 1 Article 50 of Circular No. 63/2014/TT-BGTVT of the Ministry of Transport of Vietnam are not required to have vehicle badges and dash cams.
Thus, passenger transport business vehicles and goods transport business vehicles with direct collection of money are required to have vehicle badges and dash cams. In case a car of a freight transport business unit does not collect money directly, it is not eligible for a business license under Clause 1 Article 50 of Circular No. 63/2014/TT-BGTVT of the Ministry of Transport of Vietnam, vehicle badges and dash cams are not required.
