Recently, the Ministry of Public Security of Vietnam issued Circular 06/2008/TT-BCA-C11 providing guidance on fees for residence registration and issuance of ID cards.

Circular 06/2008/TT-BCA-C11 stipulates cases where fees for residence registration and issuance of ID cards are not required in Vietnam as follows:
- Parents, spouses, children under 18 years old of martyrs; war invalids, children under 18 years old of war invalids; Vietnamese heroic mothers;
- Households under the poverty reduction policy; citizens in highland communes and towns as per regulations of the Committee for Ethnic Minority Affairs of Vietnam.
- Parents, spouses, children under 18 years old of martyrs; war invalids, children under 18 years old of war invalids;
- Citizens in highland communes and towns as per regulations of the Committee for Ethnic Minority Affairs of Vietnam.
- For cases specified in point a clause 1 and point a clause 2 of Section II, when completing the procedures for residence registration and issuance of ID cards, the applicant must present the original (with photocopy attached) proof of eligibility for one of the mentioned cases. The fee collector must immediately return the original document to the applicant after comparing it with the photocopy; if these documents are not available, the applicant must obtain confirmation from the People’s Committee of the commune, ward, or town on the hiss/her eligibility for one of these cases.
- For cases of non-payment of fees for citizens in highland communes and towns as specified in point b clause 1 and point b clause 2 of Section II, the fee collector will, based on the list of highland communes and towns as per regulations of the Committee for Ethnic Minority Affairs, identifies the eligible persons and shall not require the citizen to present or get confirmation of the list or confirmation of highland communes or towns. For cases of non-payment of fees for households under the poverty reduction policy specified in point b clause 1 of Section II, confirmation from the People’s Committee of the commune, ward, or town stating that they fall under this category is required.
