Vietnam: Cases of exemption from fees for residence registration and issuance of ID cards

Recently, the Ministry of Public Security of Vietnam issued Circular 06/2008/TT-BCA-C11 providing guidance on fees for residence registration and issuance of ID cards.

Circular 06/2008/TT-BCA-C11 stipulates cases of exemption from fees for residence registration and issuance of ID cards in Vietnam as follows:

- Fees for residence registration will be exempted when issuing a new temporary residence book; issuing a new household registration book in one of the following cases:

+ Previously have not been issued a household registration book due to the inability to determine the place of permanent residence or has registered permanent residence but has not been issued a household registration book, now issued a new household registration book according to the Law on Residency;

+ Move the place of permanent residence registration outside the district/town of the municipality, outside the district-level town, city of the province, outside the commune/township of the district within the province and have a newly issued household registration book, except for moving the entire household;

+ Split up the household registration book.

- Fees for issuance of ID cards will be exempted when issuing a new ID Card and when replacing the ID Card due to its expiration (exceeding 15 years from the date of issuance).

- The fee collector must, based on the applications for residence registration and issuance of ID cards, determine cases of fee exemption as guided in Clauses 1 and 2 mentioned above and may not require the citizen to present documents proving their eligibility for fee exemption for residence registration and issuance of ID cards.
