Vietnam: Cases in which COP assessment shall be exempted according to Circular 54

Recently, the Ministry of Construction of Vietnam has issued Circular No. 54/2014/TT-BGTVT amending, supplementing some articles of the Circular No. 30/2011/TT-BGTVT of the Minister of Transport stipulating the inspection of technical safety, quality and environmental protection in manufacturing and assembling motor vehicles.

According to Circular No. 54/2014/TT-BGTVT of the Ministry of Transport of Vietnam, to ensure the maintenance of the quality of mass-produced products, the quality management agency carries out the assessment of COP by means of the following methods:

- Initial assessment;

- Annual assessment;

- Unexpected assessment.

However, exemption from COP assessment in the following cases:

- Types of products manufactured, assembled according to technological process or similar inspection process or proved no fundamental change versus the technological process and inspection process of product types previously assessed.

- Imported components from foreign manufacturers must have documents showing the results of COP assessment still in force according to regulations of ECE, EC at the components manufacturing establishments implemented by a foreign competent agency or an independent entity certified by a foreign competent agency.
