On December 28, 2018, the Ministry of Labor, War Invalids, and Social Affairs of Vietnam issued Circular 54/2018/TT-BLDTBXH on the minimum knowledge volume and required competencies for graduates from intermediate (Level 4 of VQF) and college (Level 5 of VQF) levels in health and social service sectors.

According to the regulation on the minimum knowledge volume and required competencies for graduates from intermediate and college levels in Pharmacy issued together with Circular 54/2018/TT-BLDTBXH, Pharmacy, Level 5 of VQFin Vietnam is a profession that involves medicines and has a direct impact on human health and life. The main tasks are performed in the laboratories of educational and research institutions; institutes, centers, testing rooms; pharmaceutical companies, pharmacies, medicine counters, medicine warehouses; the pharmaceutical department of medical facilities such as hospitals at various levels, medical centers, health stations, clinics, etc., meeting the requirements of Level 5 in the Vietnam National Qualifications Framework.
Pharmacy, Level 5 of VQFin Vietnam includes 5 fields: Quality assurance and medicine testing; medicine production and compounding; medicine preservation; medicine management and supply; and Hospital pharmacy, corresponding to 10 common job positions. Each job position has its unique scope of work and duties such as:
- Medicine-cosmetics-food testing;
- Quality assurance;- Retail medicine salesperson;- medicine counter owner;
- Pharmaceutical and medical supplies warehouse;
- Pharmaceutical and medical supplies warehouse keeper;
- Marketing - medicine introduction;
- Pharmaceutical work at medical facilities.
Working conditions frequently involve exposure to chemicals, raw materials, semi-finished and finished medicine products - cosmetics - functional foods - common medical supplies - medicinal herbs, and the use, and operation of high-precision equipment requiring those in the pharmacy profession to always be meticulous, accurate, cautious, maintain an honest attitude, and adhere to professional ethics. For jobs in the business line, frequent interaction with customers, medical staff, and patients requires professionals not only to have a firm knowledge of medicines but also to cultivate a careful and precise demeanor, skillful communication abilities, and professional presentation skills.
The minimum knowledge volume is 2,500 hours (equivalent to 90 credits).
