On December 25, 2012, the Ministry of Education and Training of Vietnam issued Circular 56/2012/TT-BGDDT to promulgate regulations on the management of bilateral international cooperation tasks in science and technology at the ministerial level of the Ministry of Education and Training.
Bilateral international cooperation tasks on science and technology are implemented according to the Contract of the Ministry of Education and Training (Illustration)
Article 14 of the Regulations on Managing Bilateral International Cooperation Tasks on Science and Technology at the ministerial level of the Ministry of Education and Training issued together with Circular 56/2012/TT-BGDDT of the Ministry of Education and Training of Vietnam stipulates that bilateral international cooperation tasks shall be implemented according to the Contract signed between the Ministry of Education and Training and the presiding agency and the principal investigator (according to Form 10 Appendix I). The approved Task Explanation is an integral part of the Contract.
The principal investigator and the research team shall implement the task contents according to the approved Contract and Task Explanation. The Ministry of Education and Training authorizes the presiding agency to make decisions regarding the reception of foreign scientific staff coming to Vietnam for work and the organization of conferences and scientific seminars according to the approved plan in the Task Explanation and Contract.
In the case of changes regarding content, budget, progress, and timeline for task implementation, the presiding agency and the principal investigator must provide written opinions to the Ministry of Education and Training for consideration. The Ministry of Education and Training's written response regarding adjustments to the content, budget, progress, and implementation timeline is part of the Contract.
Additionally, Article 15 of these Regulations stipulates the responsibilities of the presiding agency and the principal investigator of bilateral international cooperation tasks as follows:
- Be responsible for the progress and results of task implementation as specified in the Contract.
- Fully adhere to periodic reporting policies with the Ministry of Education and Training on implementation progress and the financial status of the task (according to Form 11 Appendix I).
- Register intellectual property rights for research results and publish research results in domestic and international scientific journals following current regulations of the Government of Vietnam and commitments with foreign partners.
- Organize contract liquidation and financial settlement for the implementation of bilateral international cooperation tasks according to prevailing state financial regulations.
