Vietnam: Basis for making the contractor selection plan for supply of drugs for public health facilities

On May 11, 2016, the Ministry of Health of Vietnam issued Circular No. 11/2016/TT-BYT, which specifies the basis for making the contractor selection plan for supply of drugs for public health facilities.

According to Circular No. 11/2016/TT-BYT of the Ministry of Health of Vietnam, the contractor selection plan shall be made by the health facility and submitted to a competent person for approval. The plan shall be made annually or whenever necessary on the following bases:

- Funding of drug procurement from the state budget shall be annually provided by a competent authority. If funding has not been provided, the plan shall be made according to the procurement and use of drugs funded by state budget of the previous year and the anticipated demand for drugs in the current year;

- Proceeds from provision of medical examination and treatment services (including payments from social insurance agencies):

+ Contract for medical examination and treatment covered by health insurance in the planning year between the health facility and the social insurance agency;

+ Procurement and use of drugs covered by proceeds from medical examination and treatment services in the preceding year and anticipated demand for drugs in the current year of the health facility according to its level.

- For drugs covered by other sources of income of the health facility: the plan shall be made according to the procurement and use of drugs covered by other sources of income in the preceding year and anticipated demand for drugs in the current year of the health facility according to its level.

Besides, Circular No. 11/2016/TT-BYT also stipulates that if the health facility has selected a contractor and signed a contract but the demand for a drug exceeds the contractual quantity by 20%, such health facility shall make a plan for selection of additional contractor.
