On February 10, 2019,Circular 47/2018/TT-BLDTBXH on the minimum knowledge volume and required competencies for graduates from intermediate (Level 4 of VQF) and college (Level 5 of VQF) levels in mechanical engineering sectors will come into force.

According to the regulation on the minimum knowledge volume and required competencies for graduates from intermediate and college levels in Mechanical equipment fabrication issued together with Circular 47/2018/TT-BLDTBXH, the basic skills required for graduates of Mechanical equipment fabrication, Level 4 of VQF in Vietnam are as follows:
- Be able to read construction drawings and some related documents;
- Be able to calculate, deploy, and arrange the layout for metal cutting, and material saving;
- Be able to choose suitable materials and equipment for manufacturing requirements;
- Be proficient in using and maintaining hand tools of the profession;
- Follow the correct technological process for mechanical equipment manufacturing;
- Be proficient in straightening, cutting, bending, drilling holes, riveting, and assembling to create products with high technical requirements in forms such as pipes, frames, tanks, bums, bunkers, dust filtering equipment for industrial and civil constructions;
- Be able to supervise, inspect, and evaluate work results in mechanical equipment manufacturing according to the technological process, meeting technical standards;
- Be able to record work logs and report work progress;
- Be able to manage products and product quality after processing;
- Be able to implement industrial hygiene and labor safety measures; maintain a scientific workplace;
- Have basic IT proficiency as regulated; be able to apply IT in some professional tasks of the industry;
- Have basic foreign language proficiency, achieving level 1/6 in the Vietnam Foreign Language Competency Framework; be able to use foreign languages for some professional tasks of the industry.
