Vietnam: Basic skills required for graduates of Forestry Ranger, Level 5 of VQF

On December 28, 2018, Circular 52/2018/TT-BLDTBXH was issued by the Ministry of Labor, War Invalids, and Social Affairs of Vietnam on the minimum knowledge volume and required competencies for graduates from intermediate (Level 4 of VQF) and college (Level 5 of VQF) levels in agriculture, forestry, fisheries, and veterinary.

According to the regulation on the minimum knowledge volume and required competencies for graduates from intermediate and college levels in Forestry Ranger issued together with Circular 52/2018/TT-BLDTBXH, the basic skills required for graduates of Forestry Ranger, Level 5 of VQF in Vietnam are stipulated as follows:

- Perform the work steps in the tasks of surveying, assessing, and monitoring the changes in forest resources;

- Develop and organize the implementation of plans for forest resource management, pest management, forest fire management, and conservation of forest flora and fauna;

- Use and maintain various types of machinery, information technology applications, and GIS software in forest resource management;

- Develop, organize, and implement the monitoring of conservation and development of flora and fauna in the area;

- Carry out steps in administering administrative penalties. Complete the dossier about administrative penalties in the field of forest protection and management, and forest product management;

- Design and supervise afforestation activities, advocate and mobilize community participation in the implementation, transfer of scientific and technical advances in forestry, and encourage community involvement in methods of forest resource protection and environmental management;

- Proficiently use assigned military weapons and support tools, comply fully with the regulations on use, maintenance, safety, and defense measures while carrying out duties;

- Perform well in tasks to protect the interests of the state, and the legitimate rights and benefits of organizations and citizens in the forestry sector;

- Use basic information technology as regulated; exploit, process, and apply information technology in professional work in the forestry sector;

- Use basic foreign languages, reaching level 2/6 in the Vietnamese language competency framework; apply foreign languages to professional work in the forestry sector.

Detailed regulations are provided in Circular 52/2018/TT-BLDTBXH effective from February 10, 2019.
