On December 23, 2019, the Ministry of Labor, War Invalids, and Social Affairs of Vietnam issued Circular 20/2019/TT-BLDTBXH on the minimum knowledge volume and required competencies for graduates from intermediate (Level 4 of VQF) and college (Level 5 of VQF) levels in business, management, and law sectors.

Under Circular 20/2019/TT-BLDTBXH, the basic knowledge required for graduates of Warehouse Management, Level 5 of VQF in Vietnam are detailed as follows:
- Describe the content and legal regulations related to warehousing, transportation, import, and export activities;
- List the standards on occupational safety and cargo security;
- Distinguish the processes and methods of performing tasks in warehousing management related to inventory management, cargo handling, warehouse operations, and warehouse supervision;
- Present the characteristics and operating principles of equipment and facilities in warehousing management related to cargo handling, warehouse operations, and warehouse supervision;
- Summarize the layout design of warehouse projects; measures to improve work efficiency, innovate and prevent future risks, improve and apply new quality management systems at work; the requirements of order content; the causes of incidents; technical methods for quality improvement;
- Identify common incidents in cargo handling, warehouse operations, and warehouse supervision;
- Describe the steps for inventory auditing; methods for planning related to inventory, import-export, projects, warehouse management, and coordination of warehouse activities;
- Describe types of records, documents, and reports related to inventory, and import-export documentation in the warehouse;
- Describe the condition of goods, import-export operations, use of transportation means, and equipment malfunctions in the warehouse;
- Describe the causes of discrepancies between documentation data and reality, and handle import-export data for related departments, and causes of substandard goods incidents in the warehouse;
- Explain the principles of labeling goods; principles of arranging goods into transportation means; methods of evaluating employee performance according to KPI; procedures for handling warehouse documentation; methods for locating goods in the warehouse; methods of determining appropriate packaging types for each order; procedures for contacting customers;
- List steps for filing records related to import-export documentation, project records, warehouse operation records, invoices, documents, warehouse receipts, packaging records, incident handling records, and quality system records;
- List periodic inventory forecasting methods; data content for input into systems; steps for handling damaged goods;
- Present basic concepts in warehousing management related to cargo handling, warehouse operations, and warehouse supervision;
- List content related to building, extracting, and receiving information related to import-export, operations, warehouse management, customer feedback, and cargo handling;
- Identify content for inspecting, reconciling, and supervising related to goods, ledger data, personnel, machinery, equipment in the warehouse, documents, occupational safety, and fire prevention in the warehouse;
- Describe procedures for shift handover and using a work journal;
- Explain training content for warehouse employees; methods for determining the number of packaging employees; methods for packaging various types of goods in the warehouse; document content related to warehouse activities; order content as required; tracking content for goods loading onto transportation means; emergency response procedures; quality management procedures in the warehouse;
- Explain principles of goods picking; methods for import-export of goods by order or priority;
- Articulate policies, regulations, and rules on domestic and international import-export;
- Integrate scientific and technological advances into cargo handling, warehouse operations, and warehouse supervision;
- Present basic knowledge on politics, culture, society, law, national defense, security, and physical education as per regulations.
