From February 10, 2019, Circular 47/2018/TT-BLDTBXH issued by the Ministry of Labor, War Invalids, and Social Affairs of Vietnam on the minimum knowledge volume and required competencies for graduates from intermediate (Level 4 of VQF) and college (Level 5 of VQF) levels in mechanical engineering sectors will come into force.

According to the regulation on the minimum knowledge volume and required competencies for graduates from intermediate and college levels in Machine tool cold repair issued together with Circular 47/2018/TT-BLDTBXH, the basic knowledge required for graduates of Machine tool cold repair, Level 5 of in Vietnam are specified as follows:
- Present the conventions, symbols, and fitting tolerances on drawings, know how to look up tolerance tables according to Vietnam Standards;
- Explain the characteristics, composition, and properties of common materials in the mechanical field, methods of selecting materials, and methods of heat treatment for machine parts, cutting tools, and simple measuring tools;
- Analyze various types of manufacturing drawings in the mechanical field, assembly drawings of machine tool parts;
- Present the structure, and transmission principles of typical machine tools; the structure, operating principles, and application range of various measuring tools in the mechanical field;
- Explain the structure, operating principles, application range, and development potential of several CNC machine tools;
- Analyze the processing standards, assembly standards, and measuring standards in repairing and assembling machine tools;
- Design technological processes for repairing and maintaining machine tool parts and assemblies;
- Present technical processes for repairing, maintaining, and assembling machine tool parts and assemblies;
- Analyze measures to ensure industrial hygiene and labor safety, prevent fires and explosions, and ensure the 5S process;
- Present basic knowledge about politics, culture, society, law, national defense and security, and physical education as prescribed.
