On December 28, 2018, the Ministry of Labour, Invalids and Social Affairs of Vietnam issued Circular 47/2018/TT-BLDTBXH on the minimum knowledge volume and required competencies for graduates from intermediate (Level 4 of VQF) and college (Level 5 of VQF) levels in mechanical engineering sectors.

According to the regulation on the minimum knowledge volume and required competencies for graduates from intermediate and college levels in Cold mechanical assembly issued together with Circular 47/2018/TT-BLDTBXH, the basic knowledge required for graduates of Cold mechanical assembly, Level 4 of in Vietnam are specified as follows:
- Present basic knowledge of environmental protection, and efficient and economical use of energy, materials, and supplies.
- Describe the structure and working principles of various types of assembly tools and assembly aids (calipers, gauges, cutting tools, drills, taps, thread cutting tools; assembly tools: wrenches, air guns, crane equipment, overhead cranes, winches; lathes, drilling machines, grinding machines, electric welding machines, etc.);
- Describe the methods of using measuring tools, equipment, and means for assembly purposes;
- Identify some common malfunctions and how to inspect and repair these typical malfunctions of various assembly tools and assembly aids;
- Present the procedures for preservation, maintenance, and usage of various assembly tools and assembly aids (regular and periodic maintenance);
- Present methods to establish assembly plans for mechanisms (motion transmitting mechanism and motion transforming mechanism, safety mechanism), assembly plans for some jigs, and lifting transfer devices;
- Present the methods of operating motion transforming mechanisms and motion transmitting mechanisms, safety mechanisms, jigs, and lifting transfer devices for post-assembly inspection;
- Present basic knowledge about politics, culture, society, law, national defense, security, and physical education as prescribed.
