Recently, the Ministry of Labor, War Invalids, and Social Affairs of Vietnam issued Circular 19/2019/TT-BLDTBXH on the minimum knowledge volume and required competencies for graduates from intermediate (Level 4 of VQF) and college (Level 5 of VQF) levels in arts, journalism, and information sectors.

Under Circular 19/2019/TT-BLDTBXH, Journalism, Level 5 of VQF in Vietnam is a profession that educates learners with professional skills and practicum abilities, enabling competence development and promptly accessing the advancements in the journalism profession to meet the requirements of level 4 in the Vietnam National Qualifications Framework. The basic knowledge and skills required for graduates of Journalism, Level 5 of VQF in Vietnam are:
1. Regarding basic knowledge:
- Present the position, role of journalism, the characteristics of journalistic product production, social effects, and the impact of journalistic products on the public;
- Describe the organizational structure, functions, and duties of journalism agencies, media companies, and units with communication activities; describe the typical job relationships in the field of media journalism;
- Analyze the basic professional processes of journalistic product production activities: topic planning, product design, product production, product distribution, audience interaction, and other professional activities;
- List the major machinery and equipment of the journalism agencies, media companies, units with communication activities, and explain their functions;
- Describe the process of planning, organizing, supervising, inspecting, and evaluating the performance results in the journalistic media department; identify basic tasks in personnel management, facility management, financial management, circulation management, etc., in media journalism activities;
- Present principles of ensuring security and safety, explain the reason for complying with security and safety regulations in the production of journalistic products to identify risks and have preventive measures;
- Present fundamental knowledge about politics, culture, society, law, national defense security, and physical education as stipulated.
2. Regarding basic skills:
- Proficiently perform tasks in the production team in the assigned position per the process and standards of journalistic product production;
- Schedule daily tasks and manage work time effectively;
- Classify common issues or emerging situations in journalistic product production, address issues and situations effectively;
- Develop operational plans such as production plans, personnel plans, job assignment plans, training and professional development plans, equipment acquisition plans, and organize conferences, seminars, or events;
- Apply various templates, reports, announcements, internal documents, and common contracts of the media journalism sector into work;
- Acquire new and updated knowledge in the field of social sciences and humanities, media journalism; practice new technologies applied in media journalism activities;
- Apply information technology in certain specialized tasks within the profession;
- Classify customers and partners and choose appropriate interaction methods to achieve work efficiency;
- Properly and safely use equipment for the production and distribution of journalistic products, with a sense of responsibility in the use and care of company, agency, or unit assets;
- Use basic information technology per regulations; exploit, process, apply information technology in the specialized tasks of the profession;
- Use basic foreign language skills, achieving level 2/6 in the Vietnam Foreign Language Proficiency Framework; apply foreign language skills to certain specialized tasks in the profession.
3. Regarding the basic level of autonomy and responsibility:
- Work independently or as part of a team in the production crew, with a cooperative spirit to perform assigned tasks well;
- Exhibit a dynamic, scientific, creative working style; have the ability to handle situations, solve common issues in media activities;
- Possess a sense of responsibility towards work and the produced product;
- Comply with legal regulations in media journalism activities;
- Communicate politely and friendly in Vietnamese and English with partners, customers, colleagues, and superiors; care for and serve partners and customers with a polite and friendly attitude;
- Have the correct perception and comply with professional ethics conventions.
