Vietnam: Are female citizens with flat chests allowed to participate in People's Public Security service?

Recently, the Ministry of Public Security of Vietnam issued Circular 45/2019/TT-BCA stipulating health standards and medical examinations for the selection of citizens to perform their service in the People's Public Security force.

According to Clause 3, Article 5 of Circular 45/2019/TT-BCA, only citizens who have Type 1 or Type 2 health and meet the special indicators as stipulated are considered fit for selection in Vietnam.

The health classification will be applied as per the regulations in Joint Circular 16/2016/TTLT-BYT-BQP regarding health examination for military service, specifically classified according to Clause 4, Article 9 of Joint Circular 16/2016/TTLT-BYT-BQP as follows:

4. Health Classification Method

Based on the points awarded for 8 indicators recorded in the military service health evaluation form to classify. To be specific:

a) Type 1: All 8 indicators achieve 1 point;

b) Type 2: At least 1 indicator is 2 points;

c) Type 3: At least 1 indicator is 3 points;

d) Type 4: At least 1 indicator is 4 points;

đ) Type 5: At least 1 indicator is 5 points;

e) Type 6: At least 1 indicator is 6 points.

This means that for health Type 1 and Type 2, no criteria should have a score of 3.

Applying the above regulations and referring to the physical fitness classification table (Table 1) in Appendix 1 of Circular 45/2019/TT-BCA:

It's evident that the physical fitness classification is based on the correlation between three indices: height, weight, and chest circumference. For female citizens in Vietnam, to meet the health standard Type 2 or higher, it is required to:

- Have a height of 1.58m or more (the previous regulation was 1.57m or more).

- Weigh 45 kg or more (remains unchanged)

- Have a chest circumference of 75 cm or more (the previous regulation was 74 cm or more).

This also means that if the chest circumference is too flat and does not correspond with the other two indices, it will not be sufficient to meet the criteria for physical fitness classification Type 1 or 2 to participate in the People's Public Security service. Additionally, the Circular clearly stipulates that cases of being underweight or overweight will be considered with regard to BMI index.

For further regulations, refer to Circular 45/2019/TT-BCA, effective from November 18, 2019, replacing Joint Circular 09/2009/TTLT-BYT-BCA.
