On December 31, 2023, the Prime Minister of Vietnam issued Decision 1759/QD-TTg approving the Planning of Vinh Long province for the period 2021–2030, with a vision to 2050.
(1) Objectives until 2030
* Overall objectives
Vinh Long is a high-tech, ecological agricultural province; one of the agricultural economic centers of the Mekong Delta; and has a synchronous and modern infrastructure system connecting smoothly with localities in the Mekong Delta region. People have a prosperous, civilized, and happy life.
* Some specific targets
- Economic:
+ The growth rate of gross regional product (GRDP) reaches about 7.0%/year.
+ The proportion of agriculture - fishery sector accounts for about 26%, industry - construction accounts for about 25%, services account for about 45%, and product tax minus product subsidies is about 4% in the province's economic structure.
+ Total export turnover reached over 1 billion USD.
+ GRDP per capita reaches about 144 million VND (current price).
+ Budget revenue in the area increased by an average of 5.0%/year.
+ The proportion of the digital economy accounts for about 30% of GRDP.
+ Average labor productivity growth reaches 7.5%/year.
- Regarding society:
+ The rate of trained workers reaches 75%, of which the rate of trained workers with degrees and certificates reaches 40%.
+ Percentage of schools meeting national standards: preschool is 70%, primary school is 93%, middle school is 80%, and high school is 65%.
+ The poverty rate decreases by about 1%/year.
+ The number of hospital beds/10,000 people reached 32 beds, and the number of doctors/10,000 people reached 17 doctors.
+ The rate of people participating in health insurance strives to reach 100%.
+ The urbanization rate reaches 30% - 35%.
+ 100% of communes meet new rural standards, of which over 80% meet advanced new rural standards; 30% of communes meet model new village standards; and 4-5 district-level administrative units are recognized for completing the task of building new rural areas.
- Regarding environmental protection:
+100% of household solid waste in urban areas and 95% in rural areas is collected and treated according to regulations.
+ 100% of hazardous waste is collected, transported, and treated according to standards and regulations.
+ 100% of industrial parks and industrial clusters have wastewater treatment systems; 100% of medical waste is collected and treated according to regulations.
- Regarding urban and socio-economic infrastructure:
The proportion of the urban population using clean water reaches over 99%; the proportion of rural households using clean water from the centralized water supply system reaches 97%.
- Regarding national defense and security:
Strive for 100% of communes, wards, and towns to achieve a comprehensive, strong foundation; link socio-economic development with strengthening defense and security posture; build increasingly stronger defense areas; and ensuring order and discipline in socio-economic activities.
(2) Vision to 2050
Vinh Long is a comprehensively developed, civilized, modern, ecological, sustainable province with a fairly high level of development compared to the whole country; a synchronous, modern, and adaptable socio-economic infrastructure system to climate change; historical relics and cultural identities are preserved, embellished, and promoted; national defense and security are guaranteed; and people have prosperous and happy lives.
