On December 30, 2023, the Prime Minister issued Decision 1745/QD-TTg approving the Planning of Thua Thien Hue province for the period 2021–2030, with a vision to 2050.

(1) Development objectives

* Overall objectives

By 2025, Thua Thien Hue will become a centrally run city; By 2030, it will be a typical heritage urban area of Vietnam; one of the largest and unique centers in Southeast Asia for culture, tourism, and specialized medical care; one of the country's major centers for science and technology; multi-disciplinary, multi-field, high-quality education and training; a strong marine economic center of the country; National defense and security are firmly guaranteed; People's material and spiritual lives have reached a high level.

* Specific objectives and targets until 2030

  - Economic:

  + Average economic growth rate (GRDP) is 9 - 10%/year, of which: Agriculture, forestry and fisheries increase 3.5 - 4%/year; construction industry 10-11%/year; services 11.5 - 12.5%/year;

+ Economic structure: agriculture, forestry, and fisheries account for about 5–7%; The construction industry accounts for about 33–35%; Services account for about 54–56%, and product taxes minus product subsidies are 7–8%;

+ GRDP per capita reached 6,000 USD;

  + Contribute to GRDP in a number of important economic fields: digital economy, about 30%; marine economy, about 35–40%; The productivity contribution of total factors (TFP) is over 50%;

+ The average growth rate of social investment capital is about 10%/year;

  + The average social labor productivity growth rate reaches over 7 - 8%/year;

  + Urbanization rate is about 70%;

  + Belongs to the leading group in the country in terms of Provincial Competitiveness Index (PCI), Public Administrative Reform Index (PAR Index),
Satisfaction Index of Public Administrative Services. (SIPAS), Public Administration and Management Performance Index (PAPI), and Digital Transformation Index (DTI).

- Regarding society:

+ The average population growth rate reaches 1.38%/year; By 2030, the province's population will reach about 1,300,000 people;

+ Average housing area per capita is about 33 m2 floor/person;

+ The number of doctors/10,000 people is 19–20; the number of hospital beds/10,000 people is 120–121 beds;

+ Maintain the province's human development index (HDI) in the top 10 provinces and cities in the country;

+ The average life expectancy of people is over 75 years old;

+ Unemployment rate below 2.1%; poverty rate below 1%;

+ The rate of passing national-standard schools is over 93%;

+ The rate of trained workers reaches 75–80%, of which the rate of trained workers with degrees and certificates reaches 50–55%.

+ Percentage of people with insurance cards: 100%;

+ The rate of communes meeting new rural standards is 100% (of which 40% strive to meet advanced new rural standards and 10% of communes meet model new rural standards).

- Regarding environment:

+ Maintain the forest coverage rate of 57% and improve forest quality;

+ The rate of providing domestic solid waste collection and treatment services in the whole province reached 100%;

+ The rate of hazardous waste collected, transported, and treated according to regulations reached nearly 100%;

+ The rate of wastewater collection and treatment reaches over 60% in concentrated urban areas and over 50% in localities;

+ The rate of operating industrial parks and industrial clusters with centralized wastewater treatment systems meeting environmental discharge standards reaches 100%;

+ The proportion of the population using clean water through the centralized water supply system reached 100%.

- Regarding national defense, security, order, and social safety: 95% of communes, wards, and towns meet the "Safety, security, and order" standard, with a comprehensive and strong base.

(2) Vision to 2050

Thua Thien Hue - a centrally run city with cultural, heritage, green, Hue identity, smart, sea-facing, adaptive, and sustainable characteristics, is a large urban area in the group with a high level of economic development in the country; Festival City, a center of culture - tourism, education, science and technology, and specialized health care in Vietnam and Asia; is a safe, friendly, and happy destination.
