Recently, the Prime Minister of Vietnam has approved the Provincial Planning of Hung Yen province for the period 2021-2030, with a vision towards 2050.

On June 10, 2024, the Prime Minister of Vietnam issued Decision 489/QD-TTg approving the Provincial Planning of Hung Yen province for the period 2021-2030, with a vision towards 2050.

According to the decision, the Prime Minister of Vietnam approves the Provincial Planning of Hung Yen province for the period 2021-2030, with a vision towards 2050, with the following objectives:

(1) Objectives and development targets until 2030

* General objectives

By 2030, Hung Yen province aims to achieve rapid and sustainable development, becoming a modern industrial province with a strong and well-balanced economic and social development within the leading group nationwide; to have a synchronized and modern economic and social infrastructure, with its industrial sector being among the most developed in the country. The development should be sustainable, following the green transition trend based on a circular and green economy. The province also aims to achieve harmonious development with nature, preserving and promoting its cultural identity. It aims to improve the material and spiritual lives of its people and ensure national defense and security, political order, and social safety.

* Specific objectives

- Regarding the economy:

+ The average annual GRDP growth rate is about 9.0% during the period 2021-2030.

+ Per capita GRDP by 2030: 278 million VND.

+ The economic structure of the province by 2030: Agriculture, fisheries 3.6%; Industry, construction 64.1%; Service sector 25.4%, product taxes minus subsidies 6.9%.

+ Total social investment capital during the period 2021-2030 is about 700 trillion VND.

+ The value of goods export reaches about 12-13 billion USD by 2030, with an annual growth rate of 8.5-9.0% during the period 2021-2030.

+ The urbanization rate is about 60-65% by 2030 and about 80% by 2050.
+ The digital economy accounts for 35% of GRDP.

+ The labor productivity growth rate is from 8.5-9.0% per year.

+ The average contribution of Total Factor Productivity (TFP) to growth during the period 2021-2030 is 50-55%.

- Regarding society:

+ The province's Human Development Index (HDI) ranks among the top 10 provinces and cities in the country.

+ The annual natural population growth rate is below 1.0%.

+ The average life expectancy reaches over 76.5 years by 2030, with a minimum healthy life expectancy of 68 years.

+ 100% of public kindergartens, primary schools, and secondary schools meet national standards.

+ The proportion of labor through training is 78-80%, of which the proportion of labor with degrees and certificates reaches 50-55%.

+ The proportion of agricultural labor in the total labor force is about 11-13%.

+ Strive for 19 doctors per 10,000 people; 35 hospital beds per 10,000 people; the health insurance coverage rate reaches over 98%.

+ The poverty rate is reduced to below 0.5% by the end of 2025 and no poverty households by 2030.

- Regarding the environment:

+ The proportion of households using clean water reaches 100%.

+ The proportion of industrial parks and clusters in operation with centralized wastewater treatment systems meets environmental standards by 100%; 100% of investment projects, production facilities, businesses, and services meet environmental protection requirements.

+ The proportion of municipal solid waste collected and treated reaches over 98%; the proportion of rural solid waste collected and treated reaches over 95%; 100% of hazardous waste is safely treated according to regulations; urban areas must have wastewater collection and treatment systems that meet standards and regulations, reaching over 60% (for type I urban areas) and over 30% (for other types of urban areas).

- Regarding national defense, security, political order, and social safety:

Ensure strong national defense, security, political order, and social safety; proactively grasp the situation, not be passive or surprised in any situation; effectively prevent and counter traditional and non-traditional security challenges; build a solid people's defense posture connected with the people's security posture.

(2) Vision until 2050

Hung Yen province becomes a centrally-governed city; a smart, prosperous, civilized, and cultured city, rich in the cultural heritage of ancient Pho Hien; a desirable place to live in the Red River Delta region; with a comprehensive and modern infrastructure system; a center for connecting with localities in the region and the whole country. The economic, social, and administrative activities of the government are mainly operated in the form of a digital economy and society. The manufacturing and service sectors develop in a smart manner with green and circular economic models, aiming to achieve a net-zero emission target. The social sectors develop harmoniously. National defense, security, and social order are firmly ensured; people have a prosperous and happy life.
