On December 29, 2023, the Prime Minister of Vietnam issued Decision 1735/QD-TTg approving the Planning of Thai Binh province for the period 2021–2030, with a vision to 2050.
(1) Development objectives until 2030
* Overall objectives
By 2030, Thai Binh will become a locality in the fairly developed group and one of the industrial development centers of the Red River Delta; With a modern economic structure and industry as the main driving force for growth, Thai Binh will develop quickly, comprehensively, and sustainably. Technical infrastructure, social infrastructure, and urban infrastructure are invested synchronously and modernly. Science, technology, innovation, and the knowledge economy become factors that improve growth quality; Strongly develop high-quality human resources. The cultural and social fields develop in sync with economic development, contributing to improving the material and spiritual lives of the people; the ecological environment is protected; and defense and security are maintained.
* Detailed objectives
- Economic:
+ The average economic growth rate in the period 2021–2030 reaches 13.4%/year, of which: industry - construction increases 18%/year; Services increased by 12%/year; services increased by 12% per year; and agriculture, forestry, and fisheries increased by 2.2%/year.
+ Economic structure by 2030: industry - construction accounts for about 62.1%; agriculture, forestry, and fisheries account for about 9.1%; and the service industry accounts for about 28.8%.
+ GRDP per capita is equivalent to the national average.
+ The average labor productivity growth rate in the period 2021–2030 reaches 11.4%/year; by 2030, average labor productivity will reach 235 million VND/worker (current price).
+ Digital economy accounts for about 30% of the province's GRDP.
+ Mobilizing investment capital for social development in the 2021–2030 period reaches over 1,135 trillion VND.
+ Tourists in 2030 will reach about 2,416 thousand visitors.
- About society:
+ Population size by 2030 is about 2.6 million people.
+ The rate of schools meeting national level 2 standards is over 45%.
+ The number of hospital beds per ten thousand people reached over 40 beds.
+ The poverty rate (according to the poverty standard) is below 2.5%.
+ The rate of trained workers by 2030 will reach over 85%.
- Regarding environment:
+ The proportion of the population supplied with clean water reached 100% (both urban and rural areas).
+ The rate of daily solid waste collected and processed reaches over 95% (of which urban areas reach 100%; rural areas reach over 90%).
+ 100% of industrial zones, clusters, and new urban areas have centralized wastewater treatment systems; production and business establishments that meet environmental standards.
+ Forest coverage rate of 2.5% or more.
- Regarding infrastructure development:
+ Urbanization rate reaches 35% or more.
+ Investment infrastructure is developed in a synchronous and modern direction. Smooth and safe transportation infrastructure; the electrical system ensures good production and living needs; Water sources for production and daily life are guaranteed; safe dykes and dam systems; Social infrastructure meets development needs.
- Regarding national defense, security, social order, and safety: political security and social order and safety are maintained; To effectively prevent and combat traditional and non-traditional security challenges, the all-people defense posture associated with the people's security posture is built synchronously and firmly.
(2) Vision to 2050
By 2050, Thai Binh will be a developed province of the Red River Delta, with a prosperous economy, a progressive society, and a guaranteed ecological environment. Economic growth is based on science and technology, innovation, and highly competitive pillar economic sectors. The technical and social infrastructure system is invested synchronously, modernly, and inter-regionally. Traditional and cultural values are preserved and promoted; the material and spiritual lives of the people are guaranteed and constantly improved. National defense, security, social order, and safety are maintained.
