On December 29, 2023, the Prime Minister of Vietnam issued Decision 1729/QD-TTg approving the Nam Dinh Province Planning for the period 2021–2030, with a vision to 2050.

(1) Development objectives until 2030

*  Overall objectives

- Strive by 2030, Nam Dinh Province will be a province of rapid, comprehensive, and sustainable development. It is a fairly developed province of the country and one of the important development centers of the Southern Red River Delta region.

Continue to develop in a multi-industry and multi-sector direction, including: industry, tourism, agriculture, urban, and rural areas; Promote the development of marine and coastal areas to become the driving force for economic growth in the province. Among them are green industry orientation; ecological, cultural, and historical tourism; Smart urban areas and model new rural areas are the focus; science, technology, and innovation become the driving forces for growth. Build a system of urban areas and large-scale, concentrated industrial zones. Develop a synchronous infrastructure system, conveniently connecting with major socio-economic centers in the Red River Delta, the whole country, and the region. Sustainable development of the ecological environment is an effective response to climate change.

* Specific objectives and targets until 2030

- Regarding economic

+ The average GRDP growth rate in the period 2021–2030 is about 9.5%/year;

+ The economic structure is shifting positively; by 2030, the proportion of agriculture, forestry, and fisheries will account for about 12%; industry - construction will account for about 50%; Services will account for about 38%.

+ GRDP per capita by 2030 will reach about 160–180 million VND.

+ Total social investment capital increases annually by about 16% or more.

+ Export turnover in 2030 will reach over 7 billion USD.

+ Budget revenue from the local economy in 2030 will reach over 18,000 billion VND.

+ The contribution of total factor productivity (TFP) to growth by 2030 will reach about 50%. The digital economy accounts for about 30% of GRDP. The marine and coastal economies have become the driving force behind the development of the province.

- Regarding culture and society:

+ Strive for an average life expectancy of over 75 years old, with a minimum healthy life span of over 70 years.

+ By 2030, there will be no more poor households (except poor households that cannot work).

+ The urbanization rate by 2030 strives to reach about 45–50%.

+ 100% of communes meet advanced rural standards; 80% of districts meet advanced rural standards; 35% of communes meet model rural standards; and striving to have 03 districts meet model rural standards.

+ The rate of trained workers reaches over 85%; of which training with degrees and certificates reaches about 56%.

+ Percentage of schools meeting national standards: preschool reached 90.2%, primary school reached 97.8%, middle school reached 98.2%, and high school reached 98%.

+ The ratio of doctors/10,000 people is 12 people.

+ The ratio of hospital beds/10,000 people is 32 beds.

+ The rate of the population participating in health insurance is over 98%.

+ Percentage of the population using clean water reaches 100%.

- Regarding environment:

+ Stabilize the forest coverage rate at 2.0%.

+ The rate of daily solid waste collected and treated according to standards and regulations reached 100%.

+ The rate of hazardous waste collected and treated according to regulations reached 98%.

+ The rate of urban domestic wastewater collected and treated reaches 55–60%.

+ 100% of newly established industrial parks and industrial clusters have wastewater treatment stations according to prescribed standards.

- Regarding national defense and security:

Ensuring political stability, social order and safety, and economic development associated with national defense and security. The number of communes, wards, and towns that are strong in the movement of all people to protect national security reaches > 95%.

(2) Vision for 2050

Nam Dinh becomes a modern economic center, an important development driving force of the Red River Delta, with a synchronously developed and modern infrastructure system that connects the trade of goods, services, and culture of the region, the whole country, and the region. Completely build a digital, green, and circular economy; effectively use natural resources and growth resources; and have a dynamic, open, transparent, and friendly investment environment. People have high incomes and prosperous and happy lives. Ensuring the ecological environment and adapting to climate change. Political security, national defense, and social order and safety are maintained.
