On December 20, 2023, the Prime Minister issued Decision 1648/QD-TTg approving the Planning of Hoa Binh province for the period 2021–2030, with a vision to 2050.

(1) Development goals until 2030

* Overall objectives

Hoa Binh has achieved a good level of development, has an average income among the leading groups in the Northern Midlands and mountainous regions, has high-quality human resources, and has completed the goal of digital transformation.
In all fields, the province's competitiveness is among the best in the country. Economic development with industry as the driving force, tourism as the spearhead, commodity agriculture, clean agriculture, and organic agriculture as the foundation, associated with a synchronous, modern infrastructure system and a green, smart urban system. Natural resources and the environment are strictly managed, exploited, and used effectively. The people's material and spiritual lives are improved, and the traditional cultural identity values of the ethnic groups are preserved and promoted. Actively participate in international integration and connect with the country's major economic centers; national defense and security are firmly guaranteed.

* Specific objectives and targets

- Economic:

+ The average economic growth rate (GRDP) in the period 2021 - 2030 reaches 9%/year; of which Agriculture - Forestry - Fisheries reaches about 3.5%, Industry - Construction reaches about 10.8%/year, Services reaches about 10%/year,
Product tax minus product subsidies reaches about 6.7%/year. The average growth rate of social labor productivity is over 8%/year.

+ By 2030: GRDP per capita is 168 - 170 million VND. Economic structure: Agriculture - forestry - fishery account for about 15%, Industry - Construction accounts for about 47%, Services and services account for about 34%, Product tax minus product subsidies accounts for about 4%. Total budget revenue reached 13,000 to 15,000 billion VND. Export turnover reached about 4,500 million USD, import turnover reached about 3,580 million USD. The proportion of the digital economy reached about 30% of the province's GRDP, and the contribution of total factor productivity (TFP) to growth reached over 40%.

- Regarding culture and society:

+ Period 2021–2030: The average natural population growth rate is about 0.53%/year. The average annual rate of multidimensional poverty households decreased from 2 to 2.5%/year.

+ By 2030: The rate of trained workers will reach about 70%, of which training with diplomas and certificates will reach about 30–32%. The proportion of the population participating in health insurance reached over 95%. The number of doctors per 10,000 people is about 12.8 doctors, and the number of hospital beds per 10,000 people is about 34.5 beds. The rate of preschools meeting national standards reached over 55%, the rate of primary schools meeting national standards reached 100%, the rate of middle schools meeting national standards reached 75%, and the rate of high schools meeting national standards is 50%.

- Regarding infrastructure:

By 2030, the urbanization rate will reach 40.5%, the percentage of households with electricity will reach 100%, the percentage of communes meeting new rural standards will be 80%, the rate of communes meeting advanced new rural standards is 50%, and the rate of districts meeting new rural standards is 60%.

- Regarding environment:

By 2030, the forest coverage rate will reach over 49.86%, 100% of the urban population and over 65% of the rural population will have access to clean, quality water according to standards, the rate of hazardous waste treatment will reach 100%, industrial zones and clusters will come into operation with a centralized wastewater treatment system that meets environmental standards at 100%, and the rate at which urban solid waste is collected and processed will reach 100%.

- Regarding national defense and security:

+ Build a strong provincial defense area; build a comprehensively strong provincial armed force with high combat readiness. The rate of residential areas meeting the "Safety, security, and order" standard is over 90%; the rate of communes, wards, and towns meeting the "Safety, security, and order" standard is over 90%.

(2) Vision to 2050

Hoa Binh has become a developed province with a high per capita income and is the leading center of tourism services and manufacturing processing industry in the Northern midlands and mountainous regions; It has a synchronous, modern, and connected infrastructure system; a smart urban system; modern rural areas; a green, clean, and beautiful living environment; a rich national cultural identity; and is effectively adapting to the impacts of climate change. People have good living conditions and a high standard of living. The cultural values and identities of the ethnic groups in the area, especially Muong culture and Hoa Binh culture, are preserved and developed. National defense, political security, and social order and safety are firmly guaranteed.
