On July 03, 2024, the Prime Minister Vietnam issued Decision 586/QD-TTg approving the Planning of Dong Nai Province for the period 2021-2030, with a vision to 2050.

The Prime Minister of Vietnam has just approved the Planning of Dong Nai Province for the period 2021-2030, with a vision to 2050 with the following goals and vision:

(1) Development goals to 2030

* General goals

By 2030, Dong Nai will become a civilized and modern province with a high growth rate, surpassing the high income threshold among the leading group in the country. Its economy will be dynamic and pioneering in the development of the aviation economy, high-tech industries, science and technology, and innovation. The economic and social infrastructure system, and the urban system will be developed synchronously, modern, smart, sustainable, rich in identity, characterized by the development of airport urban areas and world-class ecological urban areas. Cultural identity will be preserved and promoted; the ecological environment will be protected, adaptable to climate change; national defense and security will be firmly ensured.

* Specific goals

- Regarding the economy:

+ The average growth rate of Gross Regional Domestic Product (GRDP) for the period 2021-2030 reaches about 10% per year. Per capita GRDP by 2030 reaches about 14,650 USD.

+ Economic structure (GRDP) by 2030: industry - construction accounting for 59% (processing and manufacturing industry alone accounting for 50%); service sector accounting for 29%; agriculture, forestry, and fisheries accounting for 6%; product taxes (excluding product subsidies) accounting for 6%.

+ The proportion of the digital economy in GRDP from 35-37%.

+ By 2030, the contribution of Total Factor Productivity (TFP) to growth will be over 60%.

- Regarding society:+ Population size by 2030 reaches about 4 to 4.2 million people.+ Social labor productivity growth rate is 7%.

+ The rate of trained labor with degrees and certificates reaches 40%. Unemployment rate maintained at below 2%.

+ Human Development Index (HDI) above 0.85.

+ Number of hospital beds per ten thousand people reaches 32 beds; number of doctors per ten thousand people reaches 11 doctors.

+ The rate of people participating in health insurance exceeds 97%.

+ Striving to achieve 400 university students per 10,000 people. The rate of national standard schools at the preschool level reaches 90%, the primary level 80%, the secondary level 85%, and the high school level 90%. Maintain 100% of preschools and general schools in rural areas meeting standards for facilities.

+ The urbanization rate by 2030 reaches about 70%.

+ 100% of communes and districts meet advanced new rural standards; 3 districts complete exemplary new rural standards; 50% of communes meet exemplary new rural standards.

+ Strive for the rate of urban population using standard clean water to reach 95%; the rate of rural population using standard clean water to reach 95%.

- Regarding resources and environment:

+ The forest coverage rate is maintained steadily at 27.4% by 2030.

+ 100% of industrial zones and industrial clusters have centralized wastewater treatment systems meeting environmental standards.

+ 100% of urban domestic solid waste is collected and treated according to regulations; 100% of hazardous waste is collected, transported, and treated according to regulations

.+ The rate of rural domestic solid waste collected and treated according to standards and regulations reaches 90%.

+ The rate of hazardous waste and medical waste collected, transported, and treated according to standards and regulations reaches 100%.

- Ensuring national defense, security, social order, and safety firmly: proactively grasp the situation, build a solid national defense posture linked with the people's security posture; build comprehensively strong armed forces, meeting task requirements.

(2) Vision to 2050

Dong Nai aims to become a centrally-governed city, leading in the development of high-tech industries, with a synchronized, smart, and modern infrastructure system; an international trade, tourism, and service center associated with world-class urban areas; a place to concentrate intellectuals and talents, focusing on a green economy and circular economy, achieving net zero emissions. Social fields develop harmoniously; people have prosperous and happy lives. National defense, security, social order, and safety are firmly ensured.
