Recently, the Government of Vietnam has issued Decree No. 70/2010/NĐ-CP elaborating the Law on Atomic Energy regarding nuclear power plants.
According to Article 22 of Decree No. 70/2010/NĐ-CP of Vietnam’s Government, order and procedures for appraisal and approval of feasibility study reports of nuclear power plants are specified as follows:
- Dossier:
Investors of nuclear power plant projects shall make and submit dossiers to the Prime Minister for consideration and approval of feasibility study reports of their projects. Such a dossier comprises:
+ An application for a construction investment license:
+ A feasibility study report of the project;
+ Results of appraisal of the environmental impact assessment report;
+ A safety analysis report, which contains the details;
+ Results of safety appraisal;
+ A quality assurance process;
+ A dismantlement plan;
+ A plan on management of radioactive waste and spent nuclear fuels.
The Prime Minister shall set up a state appraisal council with the Minister of Planning and Investment as its chairman to appraise feasibility study reports of nuclear power plants.
- Basis for approving the feasibility study report of the nuclear power plant project:
The Prime Minister shall approve the feasibility study report of a nuclear power plant based on:
+ A report of the state appraisal council;
+ Results of appraisal of a safety analysis report;
+ Results of appraisal of an environmental impact assessment report;
+ Comments of the National Council for Development and Application of Atomic Energy and the National Council for Nuclear Safety.
