On December 25, 2012, the Ministry of Education and Training of Vietnam issued Circular 56/2012/TT-BGDDT to promulgate regulations on the management of bilateral international cooperation tasks in science and technology at the ministerial level of the Ministry of Education and Training.

According to Article 5 of the Regulations on managing bilateral international cooperation tasks in science and technology at the ministerial level issued by the Ministry of Education and Training issued together with Circular 56/2012/TT-BGDDT, annually, according to the progress of building the science and technology plan, based on the grounds for forming bilateral international cooperation tasks mentioned in Article 5 of these Regulations, units proactively propose bilateral international cooperation tasks (according to Form 1, Appendix I) and submit them to the Ministry of Education and Training for approval. Documents for the selection of bilateral international cooperation tasks include:
- Official Dispatch proposing bilateral international cooperation tasks by the presiding agency.
- Proposal for bilateral international cooperation tasks (according to Form 1, Appendix I).
- Decision establishing the research group to implement the task by the presiding agency.
- Agreement on research cooperation tasks; detailed research cooperation plan; financial support commitment from the foreign partner for the research cooperation task.
- Explanation of bilateral international cooperation task (according to Form 2, Appendix I).
- Scientific resumes of research group members (according to Form 3, Appendix I).
- Scientific resumes of foreign partners.- Other relevant documents.
The documents for the selection of bilateral international cooperation tasks are compiled into 12 sets, including 01 original set.
