Recently, the Ministry of Home Affairs of Vietnam issued Circular 03/2008/TT-BNV guiding the consideration of grade promotion without examination for officials and public employees who have received retirement notices.

Circular 03/2008/TT-BNV stipulates the application for consideration for grade promotion without examination upon retirement notice in Vietnam as follows:
- Application form for grade promotion from Vietnamese officials and public employees (indicating the work process, the achievements, and contributions in performing tasks and duties);
- Review of the work process prepared by the head of the agency directly managing the officials and public employees (confirming no disciplinary action from reprimand level or higher in the last 10 years before the retirement notice);
- Official Dispatch proposing grade promotion for officials and public employees by the head of the agency or unit directly managing the officials and public employees (clearly stating full name, date of birth of the person proposed for promotion; position, title; the current agency or unit; time of joining work in state agencies, organizations, and units; current official or public employee grade; period of holding the last salary step in the grade or percentage of extra-seniority allowance currently enjoyed; official or public employee grade and salary step proposed for appointment and salary grading);
- Summary of resume, salary development process, and a copy of the most recent Decision on salary;
- Photocopies of undergraduate or postgraduate diplomas; relevant certificates; and the retirement notice of Vietnamese officials and public employees.
