Vietnam: Amending regulation on quality management of imported brand-new motor vehicles

This is a notable content mentioned in Decree No. 17/2020/NĐ-CP of Vietnam’s Government on amendments to some Articles of Decrees related to necessary business conditions in fields under the management of the Ministry of Industry and Trade of Vietnam.

Specifically, according to Clause 2 Article 1 of Decree No. 17/2020/NĐ-CP of Vietnam’s Government amending Point a Clause 2 Article 6 of Decree No. 116/2017/NĐ-CP, responsibilities for ensuring technical and environmental safety of imported brand-new motor vehicles are as follows:

- Quality of imported brand-new motor vehicles shall be managed using the following method:

+ Regarding imported motor vehicles manufactured by a country applying the type approval method, the quality management authority shall carry out type assessment according to the results of safety and environmental protection inspection and testing of representative samples and results of Conformity of Production assessment;

+ Regarding imported motor vehicles manufactured by a country applying the self-certification method, the quality management authority shall carry out type assessment according to the results of safety and environmental protection inspection and testing of representative samples and by testing samples collected from market.

- The maximum frequency of type assessment is 36 months.

Moreover, during the manufacturing and assembly of motor vehicles, motor vehicle manufacturing and assembling enterprises shall comply with regulations of law on environmental protection, occupational safety and health and fire fighting and prevention.
