Recently, the Ministry of Finance of Vietnam has issued Circular 80/2008/TT-BTC guiding financial policies for prevention and control of livestock and poultry diseases.

Circular 80/2008/TT-BTC stipulates the payment of allowances for veterinarians and persons directly involved in the prevention and control of livestock and poultry diseases in Vietnam as follows:
- Veterinarians and forces directly involved in the destruction of livestock and poultry (including the destruction of livestock, poultry, and products from livestock and poultry at the request of the anti-smuggling forces and animal quarantine stations);
- Forces performing tasks at quarantine checkpoints and those tasked with spraying disinfectant chemicals in epidemic areas;
- The maximum allowance is 50,000 VND/day/person for working days and 100,000 VND/day/person for weekly breaks and holidays.
- Based on the specific situation in the locality (regarding the scope and degree of the disease, travel areas, scale of livestock and poultry herds, and the number of personnel participating in disease prevention and control), the Chairman of the Provincial People's Committee shall decide the specific allowance for veterinarians and forces participating in the prevention and control of livestock and poultry diseases within the province appropriately.
Additionally, expenses for propaganda, inspection, directive guidance in disease prevention and control; and the procurement of equipment and tools for disease detection, diagnosis, and prevention shall follow the regulations and guidance of the Ministry of Agriculture and Rural Development.
