On October 9, 2024, the Prime Minister of Vietnam issued Decision 1132/QD-TTg approving the Digital Infrastructure Strategy until 2025, with an orientation to 2030.
According to Decision 1132/QD-TTg of 2024, it clearly states that digital infrastructure will be the foundation for Vietnam to become a modern, smart digital nation.
Vietnam's advanced, modern, synchronized, secure, safe, and sustainable digital infrastructure, comparable to developed countries worldwide, will contribute to Vietnam achieving a high middle-income level by 2030 and a high-income level by 2045.
The strategic goal set is that by 2025, fiber optic cables will be ubiquitous in households; 100% of provinces, high-tech parks, concentrated IT zones, research and development centers, innovation centers, industrial zones, train stations, seaports, and international airports will have 5G mobile services.
Additionally, the target is to put into operation a minimum of two new international submarine cable routes; establish data centers supporting Artificial Intelligence applications; have over 50% of the adult population with digital signatures or electronic signatures; develop platforms providing digital technologies (IoT, artificial intelligence, big data, blockchain, cybersecurity,...) as services, serving as a soft infrastructure for economic and social development.
By 2030, the goals set for Vietnam's digital infrastructure include:
- 100% user access capability to fiber optic with speeds of 1Gb/s or more.
- 99% population covered by 5G mobile broadband network.
- Building, ensuring capability, and readiness to trial the 6G mobile network.
- Deploying and operating at least six new submarine cable routes, raising the total designed capacity of submarine cables to at least 350 Tbps.
- Completing and putting into use at least one submarine cable route owned by Vietnam.
- Deploying and using at least one international terrestrial fiber optic route.
- Total designed capacity of submarine cables meeting a minimum backup demand of 1+2 (available capacity three times the actual usage capacity).
- Developing hyperscale data centers; data centers supporting Artificial Intelligence applications; edge data centers meeting domestic requirements and ready to develop regional data hubs.
- Number of IoT connections reaching the high average globally or an average of 4 IoT connections per person.
- Over 70% of the adult population having digital signatures or electronic signatures.
According to Decision 1132/QD-TTg of 2024, the key tasks in implementing the Digital Infrastructure Strategy until 2025, with an orientation to 2030, regarding telecommunications and internet infrastructure, are outlined as follows:
- Universalizing high-speed, low-latency connections to households, agencies, enterprises, and organizations, including: fiber optic; new generation wifi;...
- Enhancing investment in developing international transmission systems (submarine, terrestrial fiber optics, satellites), large domestic capacity transmission systems, ensuring backup needs, diverse, safe, and sustainable connections.
- Telecommunications enterprises investing and jointly using international fiber optic routes, ensuring effective capacity utilization, saving investment capital while researching and investing in at least two submarine cable routes owned by Vietnam. Developing plans for swift deployment of new submarine cables (completion time under two years) in case of sudden growth in demand.
- Domestic transmission system: Utilizing existing infrastructure, continuing to build and expand high-speed broadband fiber optic networks to all villages and hamlets nationwide, readying the universal availability of broadband fiber optic connectivity for households in need. Researching and supplementing fiber optic routes along expressways and other transportation routes to meet domestic transmission capacity needs and serve backup purposes.
- Focusing on expanding the coverage area, service quality of 5G mobile networks in key areas: Public administrative areas; historical and cultural sites, major tourist spots; medical facilities; colleges, universities; transportation hubs; road, rail, and water systems; commercial centers; complex residential areas; densely populated areas; commercial buildings, hotels; commune-level towns and key rural areas.
- Developing 5G mobile networks and subsequent generations. Preparing necessary conditions to swiftly implement new technologies in the process of developing digital infrastructure such as 6G mobile networks, Open RAN, open data models, ...
- Ready to allocate frequencies to deploy next-generation technologies (6G mobile technology; new generation wifi; satellites,...).
- Implementing the use of new generation Internet protocol addresses (IPv6) across the entire Vietnamese Internet network.
