This content is specified in Circular No. 31/2019/TT-BCT of the Ministry of Industry and Trade of Vietnam on amendments to some Articles of Circular No. 28/2014/TT-BCT dated September 15, 2014 of the Minister of Industry and Trade prescribing procedures for handling faults in national power system.
Specifically, in the event of an electrical substation-wide power outage, the operating personnel at the substation or control center or operating personnel sent by the operating unit to the unmanned substation shall follow the procedures guided in Clause 10 Article 1 of Circular No. 31/2019/TT-BCT of the Ministry of Industry and Trade of Vietnam, specifically as below:
- Handle the fault following the Procedures for operation and fault handling promulgated by the operating unit, and switch to the backup power source for supply of self-consumed power to the substation.
- Switch off all circuit breakers in the substation. In special cases where all circuit breakers cannot be switched off due to technical requirements, specific regulations of the operating unit should be in place.
- Check equipment in the substation.
- Immediately report status of circuit breakers to the dispatch level vested with controlling rights.
- Check the substation in its entirety to decide whether to isolate the substation or put it back into operation according to the following conditions:
+ If the fault does not occur in the substation and the equipment qualified for operation is available receiving power again, request the dispatch level vested with controlling rights to resume the electricity supply;
+ If the fault occurs in the substation, request the dispatch level vested with controlling rights to isolate the lines and equipment having the fault.
