Vietnam: 4 new points of the Regulation on national high school graduation examination in 2018

The Ministry of Education and Training of Vietnam issued Circular No. 04/2018/TT-BGDĐT on amendments to the regulation on national high school graduation examination formerly issued. According to this Circular, the national high school graduation examination this year shall have several notable points.

Free candidates are no longer required a birth certificate. From this year’s national high school graduation examination, a free candidate must not submit a copy of the birth certificate and a Certificate of non-violation of the law from the People's Committee of the commune where he/she resides if the candidate was disqualified for the previous year’s exam due to poor conduct, the confirmation of the content as previously prescribed.

The score shall be rounded to the nearest one hundredth. According to Vietnam’s new regulations, grading members shall follow the grading instructions, answers and scales of the Ministry of Education and Training. Written paper is graded on scale 0-10,the total score shall be rounded to the nearest one hundredth. Previously, according to Circular No. 04/2017/TT-BGDĐT of the Ministry of Education and Training of Vietnam, written paper is graded on scale 0-10, counted up to 0,25 ; no round up of final score.

Violating exam regulations will not result in suspension for the next 2 years. Circular No. 04/2018/TT-BGDĐT of the Ministry of Education and Training of Vietnam specifies 5 cases where the violating candidate shall have his/her exam result canceled and have his/her violation reported for the handling of competent authority, including: Fake documents to enjoy privileges; Submit invalid documents; Let other take the exam or takes the exam for other by any means; Cause disturbances; threaten officials or other candidates; Submit the invalid score certificate.

Previously, if a candidate falls into the above mentioned violations, he/she will be stripped of their right to study at schools that year and stripped of their right to take the exam for the next 2 years. Conditions for high school graduation consideration are also amended. According to Circular No. 04/2018/TT-BGDĐT, candidates who meet the requirement of taking the exam, have no discipline record at the level of score disposal, have no subject within the chosen 4 tests scored with 1 point in scale 1-10 and have the grade-point average for graduation recognition from 5 and above are qualified to be recognized.
