This important provision is stipulated in Circular 05/2013/TT-BVHTTDL on the formulation of Vietnam standards and national technical regulations issued by the Ministry of Culture, Sports, and Tourism on July 29, 2013.

According to Article 4 of Circular 05/2013/TT-BVHTTDL, the groups of national technical regulations in the Culture, Sports and Tourism sector include:
National technical regulations on cultural heritage.
National technical regulations on cinema.
National technical regulations on fine arts, and photography.
National technical regulations on advertising.
National technical regulations on cultural services.
National technical regulations on sports facilities, entertainment, and related services.
National technical regulations on training and competition equipment for physical training and sports.
National technical regulations on tourist accommodation establishments.
National technical regulations on tourist sites, routes, attractions, and transportation means for tourists.
National technical regulations on the environment in the tourism sector.
Other groups of national technical regulations objects as required by management in each period.
National technical regulations in the field under the state management responsibility of the Ministry of Culture, Sports and Tourism of Vietnam (referred to as national technical regulations) are technical regulations in the fields of culture, family, physical training, sports, and tourism issued by the Minister of Culture, Sports and Tourism for nationwide application.
The formulation and issuance of national technical regulations in the fields of culture, family, physical training, sports, and tourism aim to:
- Ensure the enhancement of the quality, effectiveness, and efficiency of state management by the Ministry of Culture, Sports and Tourism of Vietnam, suitable to the requirements of integration and development according to the market economy mechanism through unified, specific, scientifically based, and feasible regulations on technical requirements and management measures;
- Ensure safety, hygiene, and human health; protect animals, plants, and the environment; safeguard national interests and security, consumer rights, and other essential requirements.
