Vietnam: 10 main contents of the dam and reservoir protection plan

According to the Decree No. 114/2018/NĐ-CP of Vietnam’s Government, the owner of hydroelectric dam and reservoir operator of irrigational dam and reservoir shall prepare dam and reservoir protection plans. The dam and reservoir protection plan shall contain main contents below:

- Geographical characteristics, design parameters, ground plan and boundary lines of the protected zone of dams and reservoirs;

- Review of management, operation and protection of dams and reservoirs;

- Regime for regular, periodic and irregular inspection and reporting;

- Regulations on restriction or prohibition of heavy vehicles operating within the protected zone of the work; regulations on fire preventing and fighting and protection of document retention areas and vaults for safekeeping of explosives, inflammable and hazardous substances;

- Personnel and assignments for protection duties and protection equipment;

- Conduct of inspection and control of people and vehicles entering and leaving the work;

- Prevention, detection and control of encroachment or damage of works and vicinity of dams and reservoirs;

- Protection and actions against any emergency or risk of emergency that happens to the dam and reservoir;

- Personnel for plan implementation;

- Responsibilities of the owner, manager and operator of dam and reservoir, various-level authorities and relevant agencies.
