The government promulgates Decree 109/2022/ND-CP dated December 30, 2022, regulating scientific and technological activities in higher education institutions.

1. What are the science and technology activities in higher education institutions?

According to Clause 2 of Article 2 of Decree 109/2022/ND-CP, scientific and technological activities in higher education institutions mean scientific research activities, experimental research and development, technology application, science and technology services, and promoting initiatives and other creative activities to develop science and technology in association with the training of highly qualified human resources, contributing to the country's socio-economic development.

2. 10 contents of scientific and technological activities in higher education institutions

Science and technology activities in higher education institutions include the contents specified in Clause 1 and Article 3 of Decree 109/2022/ND-CP as follows:

(1) Scientific and technological tasks at all levels, including programs, topics, pilot production projects, and other scientific and technological tasks;

(2) Intellectual property; application, transfer, and commercialization of scientific research and technological development results; science and technology services; manufacturing businesses;

(3) Training and fostering to improve the qualifications of managers and lecturers in scientific research;

(4) Investment and development projects; research capacity strengthening projects; key laboratories; interdisciplinary and specialized laboratories; projects to upgrade scientific journals; projects to repair, purchase, and maintain equipment and working facilities; digitize libraries; and information infrastructure

(5) Scientific research by students and trainees enrolled in master's and doctoral programs (hereinafter collectively referred to as "learners"), researchers and officials in public higher education institutions, and permanent staff and lecturers in private higher education institutions (hereinafter collectively referred to as "lecturers");

(6) National and international scientific and technological cooperation;

(7) Information and statistics on science and technology; standards, measurement, and quality;

(8) Building an innovative startup ecosystem for lecturers, learners, related organizations, and individuals; establishing and promoting the operation of innovation and technology transfer centers;

(9) Finance for scientific and technological activities;

(10) Other relevant scientific and technological activities

3. Principles of management of scientific and technological activities in higher education institutions in Vietnam

Higher education institutions shall promulgate and organize the implementation of regulations on the management of scientific and technological activities according to the following principles:

- Scientific and technological activities and training activities are the main tasks of higher education institutions nin order to improve the quality of training highly qualified human resources, contributing to the promotion of the country's scientific, technological, and socio-economic development;

- Defining clearly the roles, rights, and responsibilities of units, lecturers, and students in higher education institutions engaged in scientific and technological activities.

- Results and effectiveness of scientific and technological activities of affiliated and attached units, lecturers, and learners in higher education institutions is the basis for reviewing and evaluating the results of task performance, emulation classification, and the settlement of relevant regimes and policies.

Decree 109/2022/ND-CP takes effect on March 1, 2023.
