Vietnam: 09 things that officials and public employees are absolutely prohibited from posting on Facebook

1. Do not post false information that causes public confusion

According to the provisions at Point d Clause 1 Article 8 of the Cybersecurity Law 2018 of Vietnam, officials and public employees must not use cyberspace to post false information that causes public confusion, causes damage to socio-economic activities, creates difficulties for state agencies or persons performing official duties, and infringes upon the lawful rights and interests of other agencies, organizations, and individuals.

2. Do not post obscene, depraved information

This is stipulated at Point dd Clause 1 Article 8 of the Cybersecurity Law 2018. Officials and public employees must not use cyberspace for prostitution activities, social evils, human trafficking; posting obscene, depraved, criminal information; destroying national customs, social ethics, and community health.

3. Do not post or spread propaganda against the state

Specifically, officials and public employees must not post or spread information on cyberspace that involves propaganda against the State, including:

- Propaganda distorting, defaming the people's government.

- Psychological warfare, inciting invasions of war, division, sowing hatred among different nations, religions, and peoples of different countries.

- Insulting nations, national flags, national emblems, national anthems, great figures, leaders, famous persons, and national heroes.

4. Do not post information that disturbs public order

Officials and public employees must not post or disseminate information that incites riots, disrupts security, and disturbs public order, including:

- Calling for, mobilizing, instigating, threatening, causing division, conducting armed activities or using violence to oppose the people's government.

- Calling for, mobilizing, inciting, threatening, dragging people to gather in large crowds to create disturbance, oppose persons performing official duties, obstruct the operations of agencies and organizations, causing instability in security and order.

5. Do not post or spread defamatory information about others

According to the provisions of the Cybersecurity Law 2018, officials and public employees must not post or spread content that defames or insults others, including:

- Seriously insulting the dignity, reputation, and honor of others.

- False information that violates the dignity, reputation, and honor of others or causes damage to the lawful rights and interests of other agencies, organizations, and individuals.

6. Do not post or spread false information about products and goods

Officials and public employees must not post or spread content violating economic management order, including:

- False information about products, goods, money, bonds, promissory notes, treasury bills, checks, and other valuable papers.

- False information in the fields of finance, banking, e-commerce, electronic payments, monetary business, capital mobilization, multi-level marketing, and securities.

7. Do not post confidential work, state secrets

Officials and public employees must not post on cyberspace information that belongs to state secrets, work secrets, business secrets, personal secrets, family secrets, and private life in contravention of the law.

8. Do not post biased, one-sided information

According to the regulations specified in the Public Service Culture Scheme approved in Decision 1847/QD-TTg, officials and public employees must adhere to the discipline of speech, not use social networks to exploit, propagate unverified, biased, one-sided information affecting public service activities.

9. Do not introduce names or post images of police units

According to the regulations specified in Circular 27/2017/TT-BCA of the Ministry of Public Security of Vietnam, when using electronic means, officials in the People's Police sector must not access, store, spread, comment, or share information, materials, articles, and images that go against national customs and traditions; contrary to the guidelines, policies of the Communist Party, laws of the State, and regulations of the Police sector; and must not introduce, use names, images, unit codes of police units on social networking sites.
