Vietnam: 07 criteria for projects on transfer of technologies encouraged for transfer

On April 25, 2014, the Ministry of Science and Technology of Vietnam issued Circular 06/2014/TT-BKHCN stipulating principles and criteria for selecting science and technology tasks under the National Technology Innovation Fund.

According to Article 11 of Circular 06/2014/TT-BKHCN, the criteria for projects on transfer of technologies encouraged for transfer in Vietnam include:

- There is a feasible study report, clear production, and business plan, especially ensuring the product occupies a certain proportion in the domestic and foreign markets or creates a new market;

- There are strategies and capabilities in marketing; project management, and financial management capacities; investment plans to enhance scientific and technological capabilities, joint venture and association capacities with partners in training, research, and technology development;

- The project execution contributes to an increase of at least 10% in the added value of the product;

- The added value of the product must be higher than the statistical added value of similar products or product groups by the General Statistics Office (if any);

- The project's quality management system must meet national standards, international standards according to each specialty;

- Finance, mobilization, and use of capital are clear and reasonable.

- One of the requirements for creating new, highly competitive products; new industries or services; saving energy, and raw materials; using new energy, renewable energy; protecting human health; preventing and combating natural disasters, preventing epidemics; cleanly and environmentally friendly producing; and developing traditional sectors and occupations must be met.

Note: In special cases, due to the requirements of projects related to epidemics, natural disasters, social security, and projects in particularly disadvantaged rural and mountainous areas, the Management Council of the Fund shall submit to the Minister of Science and Technology for decision on the minimum amounts of a value-added and additional increase in value-added for each product and service of the project.
